AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE		 CASE NUMBER

FD-2013-00820
GENERAL:         The applicant appeals for upgrade of discharge to change the reason and authority for the discharge, and to change the reenlistment code.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FINDING: The Board grants the requested relief.

ISSUE: The applicant received an honorable discharge for unsatisfactory performance, specifically, failure to progress in military training.

Applicant submitted no issues regarding the inequity or impropriety of her discharge. The applicant does submit that she believes she deserves a second chance so that she may serve her country in the United States Army. The record indicates the applicant failed her technical school block III and block VI examinations, which precluded her from completing the Ground Radar Systems Apprentice Course. Although her commander recommended her reclassification, the Air Force's reclassification strength could not support her cross-training. The Board's opinion is that though the Air Force could not support her reclassification to another career field, it should not be a bar for her to enter into another service. Therefore, the board grants the applicants request.

CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.

However, in view of the foregoing findings, the Board concludes that the applicant's reason for the discharge is more accurately described as Secretarial Authority and the reenlistment code changed to 3K under the provisions of Title 10, USC 1553.
