AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE		 CASE NUMBER

FD-2013-00330

GENERAL: The applicant appeals to change the reason and authority for the discharge.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FINDING: The Board denies the request to change the reason and authority for discharge.

ISSUE: Applicant received an Honorable discharge for Erroneous Entry

Applicant contends discharge was inequitable because he did not have symptoms of schizophrenia before entering the USAF. The record indicated that on 7 August 00, the applicant stated the he was a paranoid schizophrenic and began hearing voices again. He was admitted to WOMACK Army Medical Hospital, where he was diagnosed with Axis I Schizophrenia, Paranoid type. Additionally, on 7 August 00, he stated that prior to coming into the Air Force, his Air Force recruiter told him to stop taking his prescribed medications called Respirtol and Zolaf for schizophrenia, which he did. On 8 August 00, Ms. ND confirmed that the applicant had been treated at the mental ward of Children's Hospital in Birmingham Alabama prior to coming into the Air Force. His prior existing medical condition would have been a bar to enlistment.
After a complete and thorough review of the applicant's records and the evidence submitted by the applicant, the board found the applicant's contention to have no merit. The characterization of the discharge received by the applicant was found to be appropriate.

CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.

In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for upgrade of discharge and determines the discharge should remain unchanged.
