GENERAL: The applicant appeals for upgrade of discharge to honorable and to change the reason anc authority for the discharge.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge. FINDING:         The Board grants the requested relief.
ISSUE: Applicant received a General discharge for Misconduct - Other

Applicant contends discharge was inequitable because it was too harsh. The applicant states his misconduct was due to Post Traumatic Stress Disorder (PTSD), which was the result of three combat deployments. The records indicated the applicant received one Article 15 and one Letter of Reprimand. His misconduct included incapacitated for performance of duty due to previous overindulgence in intoxicating liquor or drugs, and driving under the influence. After a complete and thorough review of the applicant's records and the information provided by the applicant, the board found the applicant had begun reporting symptoms associated with PTSD beginning with his Post Deployment Health Assessment (PDHA) after is first deployment in 2008. In fact, he reported these symptoms on all PDHAs and Post Deployment Health Re­ Assessments between March 2008 and January 2011. On April 18, 2011, the applicant was diagnosed with PTSD and a Major Depressive Disorder. The applicant now receives a Department of Veterans Affairs rating of 30 percent for PTSD. Based on his documented medical history, the Board finds the applicant's discharge inequitable.

CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.

However, in view of the foregoing findings, the Board concludes that the overall quality of applicant's service is more accurately reflected by an Honorable discharge and the reason for the discharge is more accurately described as Secretarial Authority under the provisions of Title 10, USC 1553.
