I GENERAL: The applicant appeals for upgrade of discharge to honorable.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FINDINGS: Upgrade of discharge is denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE: Applicant contends discharge was inequitable because it was too harsh. The records indicated the
applicant received an Article 15 for assaulting his wife and for damaging a wall in base housing. He also
received three Letters of Reprimand and seven Records of Individual Counseling for various acts of
misconduct to include failure to return to duty, failure to obey instructions, bringing a weapon (BB Gun) into
the work center and placing it to the temple of another airman, late for duty, dereliction of duty,
unacceptable duty performance, speeding, violating a no-contact order, and assaulting his wife. The DRB
opined that through these administrative actions, the applicant had ample opportunities to change his
negative behavior. The Board concluded the misconduct was a significant departure from conduct expected
of all military members. The characterization of the discharge received by the applicant was found to be
appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.

1. I am recommending your discharge from the United States Air Force for misconduct based on
minor disciplinary infractions. The authority for my recommendation is AFPD 36-32 and AFI
36-3208, paragraph 5.49. If my recommendation is approved, your service will be characterized as
honorable, general, or under other than honorable conditions. I am recommending your service be
characterized as general.

2. My reasons for this action are:
a. On or about 7 Dec 98, you assaulted-
at Elmendorf Air Force Base, by
grabbing her, pushing her down and putting a knife to her throat. On or about 7 Dec 98 you willfully
damaged the military property of the-united States by punching a hole in the door of your on-base
housing unit, the amount of said damage being in the sum of about $1 17.98. For these offenses, you
received an Article 15, dated 7 Jan 99, an Unfavorable Information File (UIF) entry, and were
reduced to the rank of Airman Basic with a new date of rank of 13 Jan 99.
b. On or about 5 Dec 98, you drove your vehicle in a reckless manner, on Elmendorf AFB, by
exceeding the posted speed limit, failing to stop at a stop sign, and failing to stop for a security
forces vehicle. For these offenses you received a Letter of Reprimand (LOR), dated
18 Dec 98, and an UIF entry.
