GENERAL: The applicant appeals for upgrade of discharge to honorable, to change the reason and
authority for the discharge, and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: The Board grants partial relief. Upgrade of discharge is approved and the RE Code will be
changed. The Board did not change the Reason and Authority for discharge.
ISSUE: Applicant does not contest his discharge. He merely states that he made poor personal choices and
is now a different person. The applicant also wishes to join the Air National Guard. The records indicated
the applicant received an Article 15, two Letters of Reprimand, and one Letter of Counseling for misconduct
to include two incidents of driving while intoxicated; however, the Board determined that relief is warranted
based upon consideration of the applicant's overall quality of service, as reflected in his enlisted
Performance Reports, and outstanding post-service conduct over a nearly 15-year period, even though the
discharge was determined to have been otherwise equitable and proper at the time of issuance. The Board
also decided to change the RE Code to afford the member the opportunity to re-join the military. However,
the Board did not change the Reason and Authority for discharge as this appropriately characterized the
applicant's reason for discharge.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
However, in view of the foregoing findings, the Board further concludes that the overall quality of
applicant's service is more accurately reflected by an Honorable characterization and his RE Code should be
changed to 3K under the provisions of Title 10, USC 1553.

Issue 1: I received a DUI while stationed at F.E. Warren AFB, WY. I was
young and made poor choices at the time. Since that episode I have never been
in trouble, I have a clean driving record. Worked full time for Rural Metro of
TN as a Paramedic. I was not offered counseling by the Air Force & discharge
has bothered me for many years now. I am 35 years old married with tho children
and have the opportunity to use my Paramedic with my Air Guard Base at McGhee
Tyson. My discharge as it stands prevents me from joining the Air Guard, and I
would really like to have a second chance to serve my country.
I graduated Honor Student from Security Police Specialist training & received
the Field Training of Excellence during TAC G/CM training. I was proud of my
military career & regret the poor personal choices I made to hurt that career
