APPLICANT REQUESTS THAT:

1.  He be entitled to the Joint Service Commendation Medal.

2.  He be entitled to the Armed Forces Expeditionary Medal 
(AFEM).

3.  He be entitled to the Kuwait Liberation Medal-Kuwait (KLM-
K). (Administratively Corrected)

4.  His DD Form 214, Certificate of Release or Discharge from 
Active Duty, Item 11 (Primary Specialty) be corrected to reflect 
Traffic Management, 7 years and 6 months.

APPLICANT CONTENDS THAT:

He was in a hurry to out process and was told he could make 
changes after he separated.  These errors may affect his medical 
benefits and service computation date for his federal job.

In support of his request, the applicant provides copies of his 
DD Form 214, NATO Travel Order, AF Form 77, Supplemental 
Evaluation Sheet; Score Report Form, Certificate of Training, 
numerous certificates and memorandums. 

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

In a 2 Jul 2013, letter to the applicant, DPSOR states that the 
time recorded in block 12c (Net Active Service this Period) 
accounts for 2 months of Basic Military Training (BMT).  Time 
spent at BMT is not counted toward time in a service member’s 
Primary Specialty (as listed in block 11) as training in BMT is 
in general military studies.  Therefore, 7 years and 5 months is 
accurate as reflected in item 11 is correct.

In a 21 Aug 2013, letter to the applicant, AFPC/DPSIT verified 
he completed the Transportation of Hazardous Materials Course.  
His DD Form 214 will be updated to reflect this change.

THE AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the applicant’s request for 
entitlement to the Joint Service Commendation Medal and the 
AFEM.  DPSID states that the Joint Service Commendation Medal 
was authorized by the Secretary of Defense on 25 Jun 1963, and 
is awarded only to members of the Armed Forces of the United 
States who, after 1 Jan 1963, distinguish themselves by 
meritorious achievement or service.  The official source 
document verifying the award is the Special Order.  The 
applicant's request was not submitted in a timely manner nor did 
he provide supporting documentation to substantiate an error or 
injustice exists.  The AFEM was established by Executive Order 
10977.  It is awarded to members of the Armed Forces of the 
United States who, after I Jul 1958, participated in designated 
United States military operations, United States operations in 
direct support of the United Nations, or United States 
operations of assistance for friendly foreign nations.  There is 
no official documentation in the applicant’s military personnel 
record to verify he deployed in support of a qualifying 
operation in a qualifying area of eligibility for award of the 
AFEM.  To grant him relief would be contrary to the eligibility 
criteria established by DoD Manual 1348.33, Manual of Military 
Decorations and Awards.

Notwithstanding the above, DPSID determined the applicant’s 
entitlement to the KLM-K.  Upon final Board decision, 
administrative correction of his official military personnel 
record will be completed by AFPC/DPSOR.

AFPC/DPSIT recommends denial of the applicant’s request to add 
language training to his DD Form 214.  DPSIT states the 
applicant did not provide documents (certificates, training 
reports, etc.) with his submission to support the corrective 
action requested.  The Score Report Form provided by the 
applicant does not qualify as evidence of formal training 
completion.  It only supports the results of the language test 
taken to measure proficiency.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

On 19 Sep 2013, copies of the Air Force evaluations were 
forwarded to the applicant for review and comment within 
30 days.  As of this date, no response has been received by this 
office (Exhibit E).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  We took notice 
of the applicant’s complete submission in judging the merits of 
the case; however, we agree with the opinions and 
recommendations of the Air Force offices of primary 
responsibility and adopt their rationale as the basis for our 
conclusion that relief beyond that already granted 
administratively is not warranted.  Therefore, in the absence of 
evidence to the contrary, we find no basis to recommend granting 
the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
