APPLICANT REQUESTS THAT:

He be awarded the Air Force Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:

He was put in for the AFCM prior to his discharge from the Air 
Force.

In support of the applicant’s appeal, he provides a copy of his 
DD Form 214, Certificate of Release or Discharge from Active 
Duty, and other documentation.

Exhibit A.

STATEMENT OF FACTS:

On 30 April 2000, the applicant was honorably discharged in the 
grade of senior airman under the provisions of AFI 36-3208, 
Completion of Required Active Service.  He served 4 years on 
active duty.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the AFCM.  DPSID states the AFCM 
is awarded to members of the armed forces of the United States, 
below the grade of colonel and foreign military personnel, who, 
while serving in any capacity with the Air Force after 24 March 
1958, shall have distinguished themselves by meritorious 
achievement and service.






After a thorough review of the applicant’s master personnel 
record, they were unable to locate any official documentation 
verifying recommendation for or award of the AFCM.

Based on their review of the applicant’s official military 
personnel record, they were able to determine that the Air Force 
Achievement Medal (AFAM) and the Armed Forces Expeditionary 
Medal (AFEM) should have been awarded during the applicant’s 
service from 1 May 1996 to 30 April 2000 and were not reflected 
in his records.  Upon final board decision, administrative 
correction of the applicant’s official military personnel record 
will be completed by AFPC/DPSOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 5 August 2013, a copy of the Air Force evaluation was 
forwarded to the applicant for review and response within 
30 days (Exhibit D).  As of this date, no response has been 
received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  The 
applicant’s contentions are duly noted; however, after reviewing 
the evidence of record, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
and adopt its rationale as the basis for our conclusion the 
applicant has not provided sufficient evidence to substantiate 
his entitlement to the AFCM.  Therefore, other than the 
administrative corrections cited above, we find no basis to 
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of an error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
