APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to show entitlement to the
following awards and decorations:
1. Air Force Outstanding Unit Award with Valor (AFOUA
w/V). (Entitlement verified administratively corrected)
2. The Small Arms Expert Marksmanship Ribbon (SAEMR).
(Entitlement verified - administratively corrected).
3. Republic of Vietnam Gallantry Cross with Palm (RVNGC
w/P). (Entitlement verified - administratively corrected)
4. Vietnam Campaign Medal with two Bronze Service Stars
(VCM w/2BSS). (Entitlement to the VCM verified -
administratively corrected)
5. Good Conduct Medal (GCM).

APPLICANT CONTENDS THAT:
His DD Form 214 does not reflect the appropriate awards, medals,
and ribbons.
In support of his request, the applicant provides copies of his
DD Form 214; NA Form 13059, Transmittal of and/or Entitlement to
Awards; and a Vietnam Security Police Association unit history.

STATEMENT OF FACTS:
The applicant served in the Regular Air Force from 29 Jul 68 to
28 Jul 72.
On 12 Feb 13, AFPC/DPAPP sent the applicant a letter informing
him they were able to confirm boots on the ground and foreign
service at Bien Hoa Air Base, Republic of Vietnam, from 3 Aug
69 to 2 Aug 70, for one year, and that his foreign service was
reflected on his DD Form 214.
AFPC/DPSID was able to verify the applicants entitlement to the
AFOUA w/V and 1 Bronze Oak Leaf Cluster (AFOUA w/V & 1 BOLC),
Air Force Good Conduct Medal (AFGCM), Vietnam Service Medal with
four Bronze Service Stars (VSM w/4 BSS), SAEMR, RVNGC w/P, and
the VCM, and has administratively corrected his records to
reflect these awards.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request for
award of the GCM. DPSID states that the applicants service
dates render him ineligible for award of the GCM. However, the
applicant qualifies for award of the AFGCM.
The GCM is awarded to enlisted members who honorably completed
three continuous years of active military service subsequent to
26 Aug 40, and who are recommended by their commanding officers
for exemplary behavior, efficiency, and fidelity. This medal is
only awarded to airman prior to the establishment of the AFGCM
on 1 Jun 63.
DPSID states there is no service star authorized for wear on the
VCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 17 Jul 13, a copy of the Air Force evaluation was forwarded
to the applicant for review and comment within 30 days (Exhibit
C). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that relief beyond
that already granted administratively is not warranted.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
