1.  He be entitled to the Vietnam Service Medal (VSM). 
 
2.  He  be  entitled  to  the  Republic  of  Vietnam  Campaign  Medal 
(RVCM).

STATEMENT OF FACTS: 
 
On  25  Jul  2012,  the  Board  considered  and  denied  a  similar 
appeal.    For  an  accounting  of  the  facts  and  circumstances 
surrounding  the  applicant’s  request  and  the  rationale  of  the 
earlier decision by the Board, see the Record of Proceedings at 
Exhibit G (with Exhibits A through F). 
 
In  a  letter,  dated  15  Jan  2013,  the  applicant  submitted  a 
request for reconsideration.  He included letters from two crew 
members who stated they served with the applicant in Vietnam. 
 
The  applicant’s  complete  submission,  with  attachments,  is  at 
Exhibit H.

THE BOARD CONCLUDES THAT: 
 
1.  After  careful  reconsideration  of  all  the  facts  and 
circumstances of the applicant’s case, along with the additional 
documentation provided, it remains the opinion of the Board the 
applicant has failed to sustain his burden of proof that he has 
been  the  victim  of  an  error  or  injustice  in  regards  to  his 
request for award of the RVCM.  The applicant has not provided 
evidence to show that he served in the Republic of Vietnam for 
six  months;  therefore,  he  does  not  meet  the  criteria  for  award 
of the RVCM.  
 
2.  Notwithstanding the above, sufficient relevant evidence has 
been  presented  to  demonstrate  the  existence  of  an  error  or 
injustice to warrant award of the VSM.  In this respect, we note 
that  in  support  of  his  appeal  the  applicant  provides  witness 
statements  from  individuals  contending  that  the  applicant 
accompanied  them  on  a  deployment  to  Republic  of  Vietnam  to 

 

 

install  weapons  and  munitions  on  F-100 Fighter  jets.    We  also 
note that his military personnel records reflect he was assigned 
to  the  355  Tactical  Fighter  Squadron  (TFS)  from  26  Feb  1968 
through  11  Jul  1968.    According  to  the  Air  Force  Historical 
Research  Agency,  the  355 TFS  was  assigned  to  Phu  Cat  AB, 
Republic  of  Vietnam,  from  3  Feb  1968  through  4 Jul  1968.    In 
view  of  the  above,  we  believe,  the  applicant  has  provided 
substantial evidence to support award of the VSM.  Accordingly, 
we recommend the applicant’s records be corrected to the extent 
indicated below. 
 
The  applicant's  case  is  adequately  documented  and  it  has  not 
been  shown  that  a  personal  appearance  with  or  without  counsel 
will  materially  add  to  our  understanding  of  the  issue(s) 
involved.  Therefore, the request for a hearing is not favorably 
considered.

THE BOARD RECOMMENDS THAT: 
 
The  pertinent  military  records  of  the  Department  of  the  Air 
Force  relating  to  APPLICANT  be  corrected  to  show  that  he  was 
awarded the Vietnam Service Medal.
