APPLICANT CONTENDS THAT:
He was awarded the PUC, AFOUA, NDSM, and SAEMR, but they are not
reflected on his DD Form 214, Certificate of Release or
Discharge from Active Duty.

STATEMENT OF FACTS:
The applicant initially entered the Air Force on active duty in
on 19 Sep 68.
On 2 Jun 72, the applicant was honorably discharged and was
credited with 3 years, 8 months, and 14 days of total active
service, which included one year and two months of foreign
service.
The NDSM and SAEMR are already properly reflected on the
applicants DD Form 214, dated 2 Jun 72.
The remaining relevant facts pertaining to this application are
described in the letter prepared by the Air Force office of
primary responsibility, which is attached at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of
an error or an injustice. The applicants DD Form 214 currently
reflects award of the NSDM and SAEMR; therefore, no update is
required relative to these requests. The PUC is conferred on
units of the armed forces of the United States and of
cobelligerent nations for extraordinary heroism in action
against an armed enemy on or after 7 Dec 41. The AFOUA is
awarded by the Secretary of the Air Force to numbered units that
have distinguished themselves by exceptionally meritorious
service or outstanding achievement that clearly sets the unit
above and apart from similar units. A review of the applicants
records did not reveal any documentation confirming the
applicants service with any units which received the PUC or
AFOUA.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 11 Jan 13 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not been the victim of an error of injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
