APPLICANT REQUESTS THAT:
His general (under honorable conditions) discharge be upgraded
to honorable.

STATEMENT OF FACTS:
On 30 May 2013, the Board considered and denied a similar
appeal. For an accounting of the facts and circumstances
surrounding the applicants request and the rationale of the
earlier decision by the Board, see the Record of Proceedings at
Exhibit F (with Exhibits A through E).
In a letter, dated 5 Apr 2013, the applicant submitted post
service information for reconsideration. He included a personal
statement and numerous character letters, certificates of
appreciation and various other documents in support of his
request.
The applicants complete submission, with attachments, is at
Exhibit H.

THE BOARD CONCLUDES THAT:
After careful reconsideration of all the facts and circumstances
of the applicants case, along with the additional documentation
provided, it appears that the applicant has been a productive
member of society since leaving the service. Accordingly, we
believe it would be an injustice for him to continue to suffer
the adverse effects of the discharge he received over 10 years
ago. Therefore, we believe an upgrade of the characterization
of his service to honorable is warranted on the basis of
clemency.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that on 13 Dec
2002, he was honorably discharged and furnished an Honorable
Discharge certificate.

On 23 May 1994, the applicant acknowledged receipt of the discharge notification and provided a personal statement and numerous character letters. On 9 Jun 1994, the applicant was discharged from the Air Force, with a service characterized as general (under honorable conditions). In the interest of justice, we considered upgrading the discharge based on clemency; however, we do not find the evidence presented is sufficient to compel us to recommend granting the relief sought on that basis.
