additional Air Force Outstanding Unit Award (AFOUA).

The contested awards were not awarded until after his retirement.

STATEMENT OF FACTS: 

 

The applicant enlisted in the Regular Air Force on 1 December 
1978, with 12 years, 11 months and 4 days of prior active 
service. 

 

On 31 December 1991, the applicant was released from active duty 
and on 1 January 1992, he retired in the grade of senior master 
sergeant under the provisions of AFR 35-7 (Vol-Retirement Maximum 
Service allowed by Policy).

AIR FORCE EVALUATION: 

 

AFPC/DPSID recommends denial. DPSID states the AFEM may be 
awarded to members of the U.S. Armed Forces who after 1 July 
1958, participate in U.S. military operations, and encountered 
foreign armed opposition, or were in danger of hostile action by 
foreign armed forces. 

 

They were unable to verify the applicant served in direct support 
of an operation in which the AFEM is awarded. 

 

 

 

 

 

 

 


The AFOUA is awarded by the Secretary of the Air Force to units 
that have distinguished themselves by exceptionally meritorious 
service or outstanding achievement that clearly sets the unit 
above and apart from similar units. 

 

After a thorough review of the applicant’s official military 
personnel record, his DD Form 214, reflects he was awarded the 
AFOUA with Valor and One Silver Oak Leaf Cluster and one Bronze 
Oak Leaf Cluster. They have been unable to verify the applicant 
is eligible for any additional Oak Leaf Clusters to his 
previously awarded AFOUA.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

On 11 October 2012, a copy of the Air Force evaluation was 
forwarded to the applicant for review and response within 30 days 
(Exhibit D). As of this date, no response has been received by 
this office.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. The applicant’s 
contentions are duly noted; however, after reviewing the evidence 
of record, we agree with the opinion and recommendation of the 
Air Force office of primary responsibility and adopt its 
rationale as the basis for our conclusion the applicant has not 
provided sufficient evidence to substantiate his entitlement to 
the AFEM and any additional OLCs to his previously awarded AFOUA. 
Therefore, we find no basis to recommend granting the relief 
sought in this application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of an error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this
