APPLICANT CONTENDS THAT:
He served in Vietnam from 29 May 62 to 29 Nov 62 and from
5 Apr 63 to 12 Oct 63 with the 777th Troop Carrier Squadron from
Pope AFB, North Carolina. He spent a total of 373 days of
temporary duty (TDY) in Vietnam.
In support of his appeal, the applicant provides copies of his
DD Form 214, and AF Form 7, Airman Military Record.
The applicant’s complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
The applicant initially entered the Air Force on 3 Feb 60.
On 29 May 62, as reflected on his applicant’s AF Form 7, Airman
Military Record, he departed for a 373 day Temporary Duty (TDY)
assignment to an unidentified “isolated location.”
His AF Form 7 indicates he returned from an Isolated Tour in
Vietnam on 12 Oct 63.
On 31 Jan 64, the applicant was Honorably discharged and
credited with 3 years, 11 months, and 28 days of active service,
two years, one month, and eight days of which was foreign
service.

The remaining relevant facts pertaining to this application are
described in the letters prepared by the Air Force offices of
primary responsibility which are included at Exhibits C and D.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial with respect to the applicant’s
request to be credited with service in the Republic of Vietnam,
indicating there is no evidence of an error or injustice. A
review of the applicant’s Master Personnel Records and
documentation submitted failed to reveal any documentation that
substantiate foreign service time in Vietnam.
A complete copy of the AFPC/DPAPP evaluation is at Exhibit C.
AFPC/DPSID recommends taking no further action relating to the
requested awards. Based on their review of the applicant’s
complete official military personnel records, DPSID was able to
determine the applicant served in Vietnam and qualifies for the
following Air Force Medals and/or Ribbons, which were not in his
record at the time of the review:
(RVNGC w/P).
(VSM w/1 BSS).
The applicant’s DD Form 214 has been administratively corrected
and no further action is required.
A complete copy of the AFPC/DPSID evaluation, with attachment,
is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 23 Oct 12 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was untimely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We note
that AFPC/DPSID validated the applicant’s service in Vietnam and
administratively corrected his record to reflect he was awarded
the appropriate awards for said service, but recommended no
further action. While the applicant’s service in Vietnam does
not meet the requirement for documentation on the DD Form 214,
the Board has found it in the interest of justice to provide
similarly situated applicants a “boots-on-the-ground” letter,
and therefore recommends the record be corrected as indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT be corrected to show that he had
boots on the ground in the Republic of Vietnam from 29 May 1962
through 12 October 1963.
