His Fitness Assessment (FA) received on 19 December 2011 be
removed.

APPLICANT CONTENDS THAT:
While participating in the 1.5 mile run of the FA he began
experiencing a headache and feeling nauseated. After he
completed the test he was instructed to go to the emergency room
and was diagnosed with Gastroenteritis.
In support of the applicant’s appeal, he provides a personal
statement, medical documentation and letters of support.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in
the grade of senior airman.
The applicant’s last five FA scores are as follows:

AIR FORCE EVALUATION:
AFPC/DPSIM recommends the cardio component portion of the FA
dated 19 December 2011 be updated to reflect “exempt” in AFFMS.
The

The applicant notified the FAC personnel and was taken to the
Langley emergency room and was placed on 48 hour quarters. The
fitness assessment cell (FAC) updated the applicant’s FA. The
applicant has provided emergency room paperwork verifying he was
admitted to the emergency room and quarters paperwork indicating
he was ill.
The DPSIM complete evaluation is at Exhibit B.
AFPC/DPSOE makes no recommendation. DPSOE states the applicant
received a failing score on his 19 December 2011 FA. It was
later determined by medical authorities that he was suffering
from gastroenteritis. AFPC/DPSIM has reviewed the case and
recommends that the cardio component of the FA be exempt and
overall score be changed to reflect 86.50 (satisfactory).
Based on applicant’s senior airman date of rank (DOR) of 5 April
2011, the first time he would be eligible for promotion
consideration to staff sergeant is cycle 12E5. However, he
currently has a referral EPR for the period 19 April 2010 through
18 April 2011 due to FA score of 27.50. This renders him
ineligible for promotion consideration IAW AFI 36-2502, Table
1.1, Rule 22. Should a nonreferral report be written with a
close out date on or before 31 March 2012 (PECD for cycle 12E5),
he will become eligible for promotion consideration during this
cycle.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 27 April 2012, copies of the Air Force evaluations were
forwarded to the applicant for review and response within
30 days. As of this date, no response has been received by this
office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.

2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting
partial relief. We believe the documentation provided by the
applicant provides a reasonable basis to conclude that she should
have been “exempt” from performing the cardio portion of the FA
test. Therefore, we agree with the opinion and recommendation of
AFPC/DPSIM and adopt its rationale as the basis for our
conclusion that only the cardio component of his FA test be
corrected. Therefore, we recommend the records be corrected as
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that the cardio
component of the Fitness Assessment dated 19 December 2011 be
amended to reflect “exempt” in the Air Force Fitness Management
System.

During a medical appointment on 1 April 2011, his PCM referred him to physical therapy for his knee, again; he was not issued a profile for running. The new PCM stated that he should not have been running or testing if he had gout in his foot. He had not requested the removal of the January 2011 FA due to lack of medical documentation.
