APPLICANT REQUESTS THAT:
1. Her records reflect the actual date she was taken out of the
1C1X1, Air Traffic Control, Air Force Specialty Code (AFSC) and
placed in the 9A000, Airman Awaiting Retraining Disqualified
for Reasons Beyond Control, AFSC as of 10 March 2010 and the
debt established because of this error be cancelled and all
payments made toward the debt be refunded.
2. She receive her final Air Force pay and travel pay.
3. She be paid Special Duty Assignment Pay (SDAP) for the
period she served as an Air Traffic Control Instructor from
25 November 2005 through 5 August 2010.

APPLICANT CONTENDS THAT:
She was medically disqualified from the 1C1X1 career field for
taking an antidepressant that was prescribed in 2007. She was
unaware that because she was on that medication she should have
been disqualified and given the opportunity to retrain into
another career field. The Flight Surgeon discovered the
disqualification issue in March 2010. Her disqualification date
was backdated to 11 May 2007. However, she was not removed from
her career field and continued to perform all Air Traffic
Control duties until the end of her enlistment. She was taken
off flying status during the time she was on the medication but
this did not affect her because her primary duty was as an Air
Traffic Control Instructor.
In support of her request, the applicant submits copies of her
Enlisted Performance Reports (EPRs) and a copy of a letter from
her former commander.

STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force who
served from 3 September 2002 to 4 August 2010. She was
progressively promoted to the grade of Staff Sergeant (SSgt),
(E-5), with Date of Rank and Effective Date of 1 April 2007.
She was released from active duty with an honorable
characterization of service and credited with 7 years,
11 months, and 3 days of active duty service.

AIR FORCE EVALUATION:
AFPC/DPAA3 recommends approval. DPAA3 states that according to
her performance reports and the letter from her commander, the
applicant was assigned to Keesler Air Force Base (AFB), from
November 2005 until she separated from active duty in March
2010. Her Duty AFSC on each of the performance reports was T-
1C151 and that data combined with the substance of the reports
clearly indicate the applicant was utilized as an instructor in
the Air Traffic Control technical training course in accordance
with rule 45 of the Special Duty Assignment Pay Review Board
guidance.
DPAA3 further states they cannot address the request for the
medical disqualification date to be backdated, however, they
would not recommend SRB recoupment as the applicant performed
her primary duties in the AFSC for which she received the SRB
until her separation from active duty.

AFPC/DPSIM recommends approval. DPSIM states the applicant was
performing Air Traffic Control Instructor duties from November
2005 through August 2010. She provided supporting documentation
to support her request to keep her SDAP.

APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS:
In a letter dated 5 January, 2012, the applicant states she has
a couple of corrections and clarifications in response to the
Air Force evaluations. Regarding the AFPC/DPAA3 advisory,
everything is correct with the exception of her date of
separation. She was medically disqualified in March of 2010 and
separated from active duty in August of 2010. Regarding the
AFPC/DPSIM recommendation that she be allowed to keep her SDAP;
she reiterates that she never received SDAP during her
assignment at Keesler AFB and submits Leave and Earnings
statements as evidence. To clarify, she is requesting to be
relieved from Selective Reenlistment Bonus (SRB) recoupment and
be refunded all payments she has already made.

The applicant submitted follow-up letters dated 24 January 2012
and 21 July 2012 (Exhibit G), requesting an expedited resolution
of her case.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. Having
carefully reviewed the applicants submission and the evidence
of record, we are persuaded that relief is warranted in this
case. We note that the offices of primary responsibility have
reviewed the applicants requests and recommend approval. We
agree with their recommendations. Accordingly, we recommend her
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to reflect that:
a. On 10 March 2010, her Air Force Specialty Code (AFSC)
was changed from 1C171 to 9A000.
b. She applied for and was approved by competent authority
to receive Special Duty Assignment Pay (SDAP) at the rate of
(SD-3) for the period 25 November 2005 through 5 August 2010.
c. Any debt she has been assessed as a result of the
Selective Reenlistment Bonus be, and hereby is, cancelled and
repayment she has already made be refunded, less any amount
previously forgiven.

Applicant’s complete submission is attached at Exhibit A. The applicant entered the Technical School at Keesler AFB, MS on 8 January 1986, to complete the Air Traffic Control Operator course E3ABR27230. This extension would normally satisfy the service retainability for retraining requirements only if the controlled duty assignment (CDA) for the ATC course was less than 23 months and technical school completion date was prior to his initial date of separation of 6 May 1986.
