APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be corrected to reflect the grade of senior airman (SrA)
(E-4) rather than airman first class (A1C) (E-3).

APPLICANT CONTENDS THAT:
He was promoted to the grade of SrA prior to his separation.
In support of his appeal, the applicant provides copies of his
Certificate of Military Service, DD Form 214, and separation
orders.

STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force who
entered active duty on 20 November 1992 in the grade of airman
basic (E-1). He was promoted to the grade of airman (E-2)
effective 20 May 1993, and to the grade of A1C on 20 March 1994.
He was honorably discharged effective 14 January 1996 in the
grade of A1C with a narrative reason for separation of
miscellaneous/general reasons. He served 3 years, 1 month, and
25 days on active duty.
The remaining relevant facts, extracted from the applicants
military service records, are contained in the evaluation by the
Air Force office of primary responsibility at Exhibit B.

AIR FORCE EVALUATION:
AFPC/DPSOE recommends denial. A1K states that based on the
applicants Total Active Federal Military Service Date (TAFMSD)
of 20 November 1992 and his A1C date of rank (DOR) of 20 March
1994, he would have been eligible for promotion consideration to
SrA effective 20 November 1995. However, he received a referral
Enlisted Performance Report (EPR) for the period 20 July 1994
19 July 1995 and was non-recommended for promotion by his
commander in August 1995.
DPSOE indicates the applicants record does not contain any
official documentation promoting him to the grade of SrA prior to
his discharge.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 18 November 2011, for review and comment within 30 days
(Exhibit D). As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or an injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
