THE APPLICANT REQUESTS THAT: 

 

He be entitled to the Vietnam Service Medal (VSM).

THE APPLICANT CONTENDS THAT: 

 

He served for three months while on temporary duty (TDY) to 
Thailand in 1962. 

 

In support of his appeal, the applicant provides a copy of his 
DD Forms 214, Report of Transfer or Discharge, issued in 
conjunction with his 10 Jan 58 and 5 Jun 64 separations. 

 

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS: 

 

Based on the available master personnel record, the applicant 
enlisted in the Regular Air Force on 2 Aug 54 for a period of 
4 years. He was progressively promoted to the grade of airman 
first class (A1C/E-4). He was credited with three years, eight 
months, seven days of active duty service. 

 

On 7 Apr 58, the applicant reenlisted for a period of six years. 
During this period, the applicant’s record indicates that he 
served overseas in Greenland from 11 Apr 59 to 30 Mar 60. He 
was credited with 9 years, 9 months, and 6 days of active duty 
service, including 11 months and 20 days of foreign service.

THE AIR FORCE EVALUATION: 

 

AFPC/DPAPP recommends denial, stating, in part, after a thorough 
review of the applicant’s personnel records, there was no 
mention of a TDY to Thailand in 1962 and the applicant did not 
provide any supporting documentation.

AFPC/DPSIDR recommends denial, stating, in part, based on a 
review of the applicant’s record, they were unable to verify the 
applicant’s service in Thailand. 

 

The VSM is awarded to all service members of the Armed Forces 
who between 4 July 1965 and 28 March 1973, served in the 
following areas of Southeast Asia: in Vietnam and the contiguous 
waters and airspace; in Thailand, Laos or Cambodia or the 
airspace thereof and in the direct support of military 
operations in Vietnam.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: 

 

Copies of the Air Force evaluations were forwarded to the 
applicant on 15 Oct 10 for review and comment within 30 days. 
However, as of this date, no response has been received by this 
office (Exhibit E).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force offices of primary responsibility and adopt 
their rationale as the basis for our conclusion that the 
applicant has not been the victim of an error or injustice. 
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
