APPLICANT REQUESTS THAT:
Her narrative reason for separation (Personality Disorder) be
changed.

APPLICANT CONTENDS THAT:
She was diagnosed with a Personality Disorder; however, she
disagrees with the diagnosis. She suffered with symptoms of
depression. A Personality Disorder is diagnosed over a long
period of time with frequent evaluations - she received one
evaluation.
In support of her request, the applicant provides documents
extracted from her military personnel records and a character
letter.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 25 February
1992.
On 27 January 1994, the applicant was notified by her commander
of his intent to recommend that she be discharged from the Air
Force under the provisions of AFR 39-10, paragraph 5-11i. The
specific reason is that on 24 January 1994, the applicant was
diagnosed with adjustment and personality disorders which were
not compatible with her military duties.
She was advised of her rights in this matter and acknowledged
receipt of the notification on that same date. After consulting
with counsel, the applicant elected not to submit statements in
her own behalf.
In a legal review of the case file, the staff judge advocate
found the case legally sufficient and recommended discharge. On
8 February 1994, the discharge authority concurred with the
recommendations and directed an honorable discharge. The
applicant was discharged on 25 February 1992. She served 1 year,
11 months and 20 days on active duty.

AIR FORCE EVALUATION:
The AFBCMR Medical Consultant recommends changing the narrative
reason for separation to Adjustment Disorder with corresponding
SPD code. The AFBCMR Medical Consultant states it is evident
from the medical history the applicant was suffering from anxiety
and depression brought on by poor judgment (her financial
issues), relationship difficulties, and had apparently just
started to deal with the death of her mother - presumably in her
anger management classes, although this is not specified. Her
symptoms are classical adjustment disorder symptoms and this was
the Axis I diagnosis. Other facets of her life were also
apparently overwhelming her which led to the recommendation for
separation under AFR 39-10. The mental health re-evaluation
dated 16 November 2009 indicates a very successful motivated
person who is not showing the characteristics of an ongoing
personality disorder in her everyday life.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 30 July 2010, a copy of the Air Force evaluation was forwarded
to the applicant for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an injustice. Having carefully
reviewed this application, we agree with the recommendation of
the AFBCMR Medical Consultant and adopt his rationale as the
basis for our decision that the applicant has been the victim of
an injustice regarding the narrative reason for her separation.
We note the applicants symptoms prior to her discharge were
adjustment disorder symptoms and this was the Axis 1 diagnosis
rendered by the mental health services. Accordingly, we
recommend the applicants records be corrected as set forth
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that she was
discharged on 14 February 1994 with a narrative reason for
separation of "Adjustment Disorder" rather than "Personality
Disorder", and a separation code of "JFY" rather than "JFX".
