MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:


      Having carefully reviewed this application, we agree with the
recommendation of the Air Staff and adopt the rationale expressed as
the basis for our decision that the applicant has been the victim of
either an error or an injustice.  Therefore, under the authority
delegated in AFI 36-2603, the applicant's records will be corrected as
set forth in the accompanying Memorandum for the Chief of Staff signed
by the Executive Director of the Board or his designee.

      Members of the Board Ms. B. J. White-Olson, Ms. Cathlynn B.
Novel, and Ms. Josephine L. Davis considered this application on 22
October 2008.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States Code,
Air Force Instruction 36-2603, and having assured compliance with the
provisions of the above regulation, the decision of the Air Force Board for
Correction of Military Records is announced, and it is directed that:

      The pertinent military records of the Department of the Air Force
relating to XXX, be corrected to show that the AF Form 707, Officer
Performance Report (OPR) rendered for the period 31 October 2006 through 27
August 2007 be corrected in Section VIII, Ratee's Acknowledgment, to
reflect 12 September 2007 rather than 19 May 2008; and that the OPR was
accepted for file in his Officer Selection Record on 13 September 2007.

      It is further directed that the corrected record be considered for
promotion to the grade of lieutenant colonel by a Special Selection Board
for the Calendar Year 2007B (CY07B) Lieutenant Colonel Central Selection
Board.
