APPLICANT REQUESTS THAT:

In the applicant’s request for reconsideration, he  requests  award  of  the
Purple Heart (PH) medal.

STATEMENT OF FACTS:

The applicant departed for the European Theater of  Operations  (ETO)  on  9
August 1944.  While in the ETO he was assigned to the  512th  Bomb  Squadron
as a bombardier.  He was honorably discharged on 27 June 1945 in  the  grade
of first lieutenant with 4 months and 8 days of continental  service  and  8
months and 19 days of foreign service.  His  separation  document  shows  he
participated  in  the  following  campaigns:   Rome-Arno,  Southern  France,
Northern Apennines, Germany and Po Valley Central Europe.   He  was  awarded
the European-African-Middle Eastern  Theater  Ribbon,  Distinguished  Flying
Cross and the Air Medal with three oak leaf clusters.

On 11 March 2004, the Board considered and denied a similar  appeal  by  the
applicant.  A summary of the  evidence  considered  by  the  Board  and  the
rationale for its decision is set forth in  the  Record  of  Proceedings  at
Exhibit F.

On 23 August 2006, additional documentation was received from the  applicant
as supporting documentation in reconsideration of his appeal  for  award  of
the Purple Heart.  The complete submission is at Exhibit G.

THE BOARD CONCLUDES THAT:

After again reviewing this application and the evidence provided in  support
of  the  appeal,  the  Board  majority  believes  that  based  on  the   new
information provided, the applicant’s request for award of the PH should  be
granted.  The Board majority believes the letter provided by  the  navigator
who recalls the applicant's injury from flak  is  sufficient  evidence  that
the applicant should be awarded the PH.  In view of  the  foregoing  and  in
recognition of his service  to  the  nation,  it  is  the  Board’s  majority
opinion that the applicant’s records should be corrected  to  reflect  award
of the PH.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that on 27 June 1945, he was  awarded  the
Purple Heart Medal for injuries he received in action against  an  enemy  of
the United States.

By a majority vote, the Board recommended approval of the application.   Ms.
Collier voted to deny the applicant’s request and elected not  to  submit  a

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the  Department  of  the  Air  Force
relating to XXXXXXXXXXXXXXXXXX, be corrected to show that, on 27 June  1945,
he was awarded the Purple Heart Medal for injuries  he  received  in  action
against an enemy of the United States.
