APPLICANT REQUESTS THAT:

He be given a constructive reenlistment effective 26 August 2004,  and
be awarded a Zone B, Multiple 5.5, selective reenlistment bonus (SRB).

APPLICANT CONTENDS THAT:

He should have been eligible to reenlist with entitlements to  an  SRB
after he completed retraining.  He was not able to reenlist within the
required 30-day window after he completed retraining,  due  to  a  12-
month erroneous extension.

In support of his appeal, the applicant provided a copy of DD Form  4,
Enlistment Reenlistment Document, Armed Forces of the  United  States,
AF Form 1411, Extension or Cancellation of Extensions of Enlistment in
the Regular Air Force/Air Force Reserve, Selective Reenlistment  Bonus
List, dated 9 September 2003, a  Military  Database  Personnel  System
printout, and email correspondence relating to a 12 month extension.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force  as  an  airman  first
class on 1 July 1998, for a term of 4  years.   Upon  graduation  from
basic training, he attended technical school and was trained  in  AFSC
3A0X1, Information Management.  On 30 August  2000,  he  extended  his
enlistment by 22 months for an overseas assignment giving  him  a  new
date of separation of 30 April 2004.

On 15 September 2003, he was approved for retraining into AFSC  3C0X1,
Communication Computer Systems Operator, with a class start date of 28
May 2004, and a graduation date of 26 August 2004.

He currently serves in the grade of staff  sergeant  with  a  date  of
separation (DOS) of 22 April 2010.

AIR FORCE EVALUATION:

AFPC/DPPAE recommends denial.  DPPAE states that in order to  retrain,
the applicant should have obtained enough retainability to  cover  his
class graduation date plus 14 months.   His  graduation  date  was  26
August 2004, so prior to departing for retraining the applicant should
have had retainability to October 2005.

He had already extended 22 months for  an  assignment  and  first-term
airmen may only extend for a total of 23 months.  He was not  eligible
to extend for the retraining and should have been made to reenlist  in
order to accept the retraining.

In accordance with AFI 36-2606,  paragraph  1.17,  airmen  who  cannot
satisfy the retraining retainability requirement  by  extending  their
enlistments must reenlist for the retainability.

DPPAE recommends a constructive  reenlistment  be  authorized  on  the
applicant effective 1 October 2003, for 4 years and  7 months,  as  he
should have reenlisted upon approval of the retraining.   He  is  also
not authorized an SRB as the Air Force Specialty Code he held upon the
date he was approved for retraining was not authorized an SRB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
18 February 2005, for review and comment within 30 days.  As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.


3.  Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice to warrant some corrective  action.
We note that since the applicant had already extended 22 months for an
assignment and first-term airmen may only extend for  a  total  of  23
months, he was not eligible to extend for the  retraining  and  should
have been made to reenlist in order to  qualify  for  the  retraining.
Based on the recommendation of the Air Force, we believe  his  records
should be corrected  to  reflect  he  reenlisted  on  1 October  2003.
Accordingly, we recommend that his records be corrected to the  extent
indicated below.

4.  Notwithstanding the aforementioned, insufficient relevant evidence
has been presented to demonstrate the existence of error or  injustice
with respect to his request for an SRB.  We agree with the  Air  Force
that at the time he reenlisted, a selective reenlistment bonus was not
authorized in his AFSC.  Therefore, in the absence of evidence to  the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to  show  that  he  was  honorably
discharged on 30 September  2003,  rather  than  22  March  2005,  and
reenlisted in the Regular Air Force on 1 October 2003, rather than  23
March 2005, for a period of four (4) years and seven (7) months rather
than five (5) years.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:

      The pertinent military records of the Department of the Air Force
relating to XXXXXXXXXXXXXXXXXX, be corrected to show that he was
honorably discharged on 30 September 2003, rather than 22 March 2005, and
reenlisted in the Regular Air Force on 1 October 2003, rather than
23 March 2005, for a period of four (4) years and seven (7) months rather
than five (5) years.
