APPLICANT REQUESTS THAT:
His date of rank (DOR) to TSgt (E-6) be corrected from 1 July 2002 to
1 March 2002.

APPLICANT CONTENDS THAT:
The delay for promotion was unjust/in error due to administrative
problems in the 349th Military Personnel Flight (MPF) when switching
personnel management software and squadron management did not
accomplish appropriate follow up actions as well. In order to be
promoted, an award of a 7 skill level was required. All training was
accomplished and a 7 skill level was awarded on 10 December 2001.
Supporting paperwork was dated 5 January 2002 but appropriate
personnel tracking records were not updated to allow automated systems
to perform the proper functions. Not until the MPF supervisor was
questioned did appropriate corrective actions take place.
In support of his appeal, the applicant submits a copy of
Classification/On-the-Job Training actions, and the promotion
eligibility rosters.

STATEMENT OF FACTS:
The applicant is presently serving in the Air Force Reserve in the
grade of TSgt (E-6). He was promoted to the grade of Technical
Sergeant effective and with a date of rank of 1 July 2002

AIR FORCE EVALUATION:
AFRC/DPMB stated after thoroughly reviewing the member’s request, they
were unable to recommend approval of the applicant’s request.
Actions of this type require the member’s unit commander’s approval
and this was not provided in the applicant’s request. DPMB has
contacted the member at his residence on 18 September
2002, and the member’s servicing MPF for this information, as of this
date the documentation has not been provided.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 25
October 2002 for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. After a thorough review of the
evidence of record and applicant’s submission, we are not persuaded
that the applicant’s date of rank of technical sergeant should be
corrected to reflect 1 March 2002. The Board noted that the applicant
has failed to provide the necessary documents requested by AFRC/DPMB,
and other than his own assertions, we have seen no evidence that would
lead us to believe his records should be corrected. Therefore, in the
absence of such evidence, we find no compelling basis to recommend
granting the relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
