MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:  APPLICANT

      Having carefully reviewed this application, we agree with the
recommendation of the Air Force office of primary responsibility and adopt
the rationale expressed as the basis for our decision that the applicant
has been the victim of either an error or an injustice.  Therefore, under
the authority delegated in AFI 36-2603, the applicant's records will be
corrected as set forth in the accompanying Memorandum for the Chief of
Staff signed by the Executive Director of the Board or his designee.

      Members of the Board Mr. Lawrence R. Leehy, Mr. Mike Novel, and  Mr.
Thomas J. Topolski Jr. considered this application on March 6, 2002.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States Code
and Air Force Instruction 36-2603, and having assured compliance with the
provisions of the above regulation, the decision of the Air Force Board
for Correction of Military Records is announced, and it is directed that:

      The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that:

            a.  On 3 May 1999, he requested a waiver of his Mandatory
Separation Date and his request was approved by competent authority
pursuant to Title 10, United States Code, Section 14701(b), thereby
establishing a new Mandatory Separation Date of 4 May 2006.

            b.  On 4 May 1999, he was appointed a lieutenant colonel,
Reserve of the Air Force, with a date of rank of 4 May 1989, rather than 1
January 1980.

            c.  During the period December 2001 and March 2002, he was
credited with 16 paid inactive duty points for participation in Unit
Training Assemblies.

            d.  He be considered for promotion to the grade of colonel by
a Special Selection Board for the FY 2002 Air Force Reserve Colonel
Selection Board, which convened on 22 October 2001.
