APPLICANT REQUESTS THAT:
His record, to include award of the Air Force Commendation Medal, Third Oak
Leaf Cluster (AFCM, 3 OLC), be considered for promotion by Special
Selection Board for the Calendar Year 2000B Central Major Selection Board.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade of
captain.
During the period 22 August 1996 to 9 September 1998, the applicant was
assigned to Warner Robins AFB, Georgia.
During the period 10 September 1998 to 7 September 1999, the applicant was
assigned to Osan AB, Korea.
On 9 August 1999, the applicant was awarded the AFCM, 2 OLC, for the period
10 September 1998 to 7 September 1999. A copy of the citation to accompany
the award of the AFCM, 2 OLC, was filed in his records on 7 February 2000.
The applicant was considered and nonselected for promotion to the grade of
major by the CY00B Central Major Selection Board that convened on 18
September 2000. The Officer Selection Brief (OSB) reviewed by the CY00B
board incorrectly listed the applicant’s duty title as “Chief,
Communications and Navigations Control Branch,” effective 22 August 1996,
and did not reflect the AFCM, 2 OLC, awarded in 1999.
The applicant’s duty history has been administratively corrected to reflect
“Contracting Officer,” effective 22 August 1996, and “Chief, Communications
and Navigations Contracts Branch,” effective 29 June 1998.
On 31 January 2001, a Recommendation for Decoration Printout (RDP) was
prepared on the applicant for the purpose of recommending him for award of
the AFCM, 3 OLC.
On 2 April 2001, the applicant was awarded the AFCM, 3 OLC, for the period
22 August 1996 to 9 September 1998.
On 26 July 2001, the Board considered applicant’s requests that his record,
to include his corrected duty history and the AFCM, 2 OLC and 3 OLC, be
considered for promotion by an SSB for the CY00B Central Major Board. The
Board found sufficient evidence to warrant providing him SSB consideration
with his corrected duty history and the AFCM, 2 OLC, a matter of record;
however, the Board found insufficient evidence to warrant SSB consideration
with the AFCM, 3 OLC, awarded in 2001, a matter of record. For an
accounting of the facts and circumstances surrounding the applicant’s
previous consideration, and the rationale of the earlier decision by the
Board, see the Record of Proceedings at Exhibit F.
In letters, dated 30 October 2001 and 7 January 2002, the applicant
provided additional documentation and requested reconsideration of his
request for SSB consideration for the CY00B Central Major Board, with the
AFCM, 3 OLC, a matter of record. The applicant’s complete submissions,
with attachments, are at Exhibits G and H.

THE BOARD CONCLUDES THAT:
Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The statement submitted by the Deputy
Director of Contracting indicates that it was the intention of applicant’s
superiors to have the contested decoration a part of applicant’s record
when he was considered for promotion by the CY00B selection board.
However, he fails to state what actions were taken to insure that the award
in question was processed before the CY00B board; instead, he states that
the award was lost on base and not timely processed. As we have previously
indicated, the award was processed within the time allowed by regulation
and it does not appear that the applicant’s superiors took the appropriate
actions to insure that the award was processed prior to the convening of
the CY00B selection board. In view of the above determination, we find no
basis upon which to recommend favorable action on the applicant’s request.

THE BOARD DETERMINES THAT:
The applicant be notified that the additional evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
