RESUME OF CASE

On 17 September 1999,  the  Board  considered  and  denied   applicant's  20
September 1998 application requesting that he be awarded  the  Distinguished
Flying Cross for his service during World War II.  A complete  copy  of  the
Record of Proceedings is attached at Exhibit E.

The applicant submitted additional documentation and requested his  case  be
reconsidered.  (Exhibit F)

THE BOARD CONCLUDES THAT:

Sufficient  relevant  evidence  has  been  presented  to   demonstrate   the
existence  of  probable  error  or  injustice  warranting   award   of   the
Distinguished Flying Cross (DFC).  In this respect, we note that during  the
period 30  July  1944  through  12  March  1945,  the  applicant’s  unit  of
assignment was overseas as the 705th  Bomb  Squadron,  as  a  bombardier  in
England.  He flew 35 combat flight missions, and was awarded the  fifth  oak
leaf cluster to the Air Medal by General Order 62, dated 15  February  1945.
While it  cannot  be  conclusively  determined  whether  the  applicant  was
recommended for  the  DFC,  either  through  inadvertance  or  loss  of  the
recommendation, after completion of his 35 missions,  we  believe  that  any
doubt should be resolved in  his  favor.   In  view  of  the  above  and  in
recognition of his service  to  the  Nation  during  a  period  of  national
emergency, and to preclude any  possible  injustice  to  the  applicant,  we
recommend his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT, be corrected to show that on 2 October 1945,  he  was  awarded
the  Distinguished  Flying  Cross  for   extraordinary   achievement   while
participating in aerial flight during the period 30 July  1944   through  12
March 1945.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to, be corrected to show that on 2 October 1945, he was awarded
the Distinguished Flying Cross for extraordinary achievement while
participating in aerial flight during the period 30 July 1944 through 12
March 1945.
