Applicant is the daughter of a former service member, who requests
that her late father’s records be corrected to reflect Prisoner of War
(POW) status; that his rank of corporal (E-3) be changed to sergeant
(E-4); and, that he be awarded the Prisoner of War (POW) Medal, Purple
Heart Medal and additional medals for combat flight missions during
World War II. Applicant's submission is at Exhibit A.
Through further discussion with the Recognition Programs Branch, HQ
AFPC/DPPPR, they indicated that the American Campaign Medal, World War
II Victory Medal, European-African-Middle Eastern Campaign Medal with
1 Silver Service Star and 1 Bronze Service Star, and the Distinguished
Unit Citation will be forwarded to the family administratively.
Hence, no Board action on this portion of the applicant’s request is
required.
The appropriate Air Force offices evaluated applicant's request for
correction of the former service member’s records to reflect Prisoner
of War (POW) status, that his rank of corporal (E-3) be changed to
sergeant (E-4), and that he be awarded the Prisoner of War (POW) Medal
and Purple Heart Medal, and provided advisory opinions to the Board
recommending the application be denied (Exhibit C). The advisory
opinions were forwarded to counsel for review and response (Exhibit
D). As of this date, no response has been received by this office.
After careful consideration of applicant's request and the available
evidence of record, we find insufficient evidence of error or
injustice to warrant corrective action. The facts and opinions stated
in the advisory opinions appear to be based on the evidence of record
and have not been rebutted by counsel. Absent persuasive evidence
applicant was denied rights to which entitled, appropriate regulations
were not followed, or appropriate standards were not applied, we find
no basis to disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of new relevant evidence
which was not reasonably available at the time the application was
filed.

Once the Korean War Service Medal has been authorized by the Department of the Air Force, the applicant may apply to the Army Board for Correction of Military Records to add this foreign award to his DD Form 214. The Board noted there is no evidence of record which shows that he was awarded the Purple Heart or that he was wounded or treated for wounds as a result of hostile action.
