Applicant requests that his records be corrected to reflect a complete
record of his duty assignments  and  military  training.   Applicant's
submission is at Exhibit A.

Applicant’s military personnel records were lost or destroyed by fire.
 Therefore, the facts concerning the applicant’s duty assignments  and
military training could not be verified.

After careful consideration of applicant's  request  and  the  limited
documentation which was available, we find  insufficient  evidence  of
error  or  injustice  to  warrant  corrective  action.   There  is   a
presumption of regularity in the conduct of governmental affairs.   In
view of this fact, and in the absence of evidence to the contrary,  we
find no basis  to  disturb  the  existing  record.   Accordingly,  the
applicant's request is not favorably considered.

The Board staff is directed to  inform  applicant  of  this  decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of  new  relevant  evidence
which was not reasonably available at the  time  the  application  was
filed.
