The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal is at
Exhibit A.
STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from
the applicant's military records, are contained in the letter
prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this
Record of Proceedings.

AIR FORCE EVALUATION:
The Recognition Programs Branch, Promotions, Eva1 & Recognition
Div., AFPC/DPPPRA, reviewed this application and states that
applicant has claimed several different units of assignment at
the National Security Agency (NSA), none of which appear on his
Officer Performance Reports. His unit of assignment PAS Code is
not listed nor is his unit of assignment (OL OR 6940 ESW, ESC) on
the message. The applicant is, therefore, not eligible to share
in NSAIs award of the JMUA. Based on the evidence provided, they
recommend denial of applicant% request.

APPLICANT I S REVIEW 0 F AIR FORCE EVALUA TION:
On 27 January 1998, a copy of the Air Force evaluation was
forwarded to the applicant for review and response within 30
days. As of this date, no response has been received by- this
off ice.
Applicant's complete response is attached at Exhibit E.
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. Based
on the documentation provided, we believe the applicant was
assigned to the National Security Agency and should have been

remove any possibility of an injustice to the applicant, we
recommend that his record be corrected to the extent indicated
below.
THE BOARD RECOMM ENDS THA T:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was assigned
to the National Security Agency during the period 2 June 1989 to
1 June 1992, and that action be initiated to award him the Joint
Meritorious Unit Award in accordance with HQ AIA message, 0511182
Aug 97 (attached).
