      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated 4 May 2004 were affirmed.  The following additional
findings, conclusions, and recommendations were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 8 April 2004.

      The applicant and counsel, if any, did not appear before the Board.

CONSIDERATION OF ADDITIONAL EVIDENCE:

12.  On 26 August 2004 new information was received from the applicant in
regard to the decision of the Army Board for Correction of Military Records
(ABCMR) in Docket Number AR2004101425, dated 4 May 2004.

13.  The applicant provided a copy of National Guard Federal Recognition
Orders Number 62, AR, dated 19 March 2004, which awarded the applicant
permanent Federal Recognition in the grade of first lieutenant to the
applicant effective 16 March 2004.

14.  In Docket Number AR2004101425, the ABCMR directed that the effective
date of the applicant's Federal Recognition for initial appointment as a
second lieutenant be changed from 16 March 2002 to 21 February 2002.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

5.  At the time of the decision of the ABCMR in Docket Number AR2004101425,
dated 4 May 2004, it was the intent of the ABCMR to make the applicant’s
record as administratively correct as it should properly have been at the
time.

6.  The ABCMR's decision in Docket Number AR2004101425 did not address the
effective date of permanent Federal Recognition in the grade of first
lieutenant.

7.  The applicant's records show that she was promoted to the grade of
first lieutenant and granted permanent Federal Recognition in that grade
effective 16 March 2004.

8.  At the time of her promotion to first lieutenant, the applicant's
records showed that she was appointed and Federally Recognized as a second
lieutenant on 16 March 2002.

9.  Based on adjustment of the applicant's Federal Recognition for initial
appointment as a second lieutenant in accordance with Docket Number
AR2004101425, the applicant was eligible for promotion to the grade of
first lieutenant on 21 February 2004.

10.  Therefore, it would be appropriate to correct the applicant's
promotion and Federal Recognition as a first lieutenant to show the
effective date 21 February 2004.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that based on the decision of the ABCMR set forth
in Docket Number AR2004101425, dated 4 May 2004, the individual concerned
is now entitled to adjustment of the effective date of promotion and
permanent Federal Recognition to first lieutenant.

2.  Therefore, the Board determined that Federal Recognition Orders Number
62 AR, dated 19 March 2004, should be corrected to show permanent Federal
Recognition for promotion to first lieutenant effective 21 February 2004
instead of 16 March 2004.
