APPLICANT REQUESTS THAT:
Her records be corrected to reflect that she was diagnosed with scoliosis
while on active duty.

STATEMENT OF FACTS:
On 6 Aug 03, the Board considered, and by a majority vote, denied a similar
appeal submitted by the applicant. In her original submission applicant
contended her condition was undetected during her military service. Her
military records show no evidence of her condition although an x-ray report
dated just three months after her discharge indicates significant scoliosis
of the dorsal spine. Subsequent to her appeal, the applicant submitted
requests for reconsideration to the Board. However, since she did not
provide new and relevant evidence along with her submissions, her requests
were denied. For an accounting of the facts and circumstances surrounding
her original request and the rationale of the earlier decision by the
Board, see the Record of Proceedings at Exhibit F.
In her most recent submission, applicant contends that her scoliosis was
not congenital as previously suggested and did not exist during her
childhood years. She provided a letter from her parents indicating they
had no prior knowledge of her condition and a letter from a former roommate
stating that she did complain of back pain during military service. She
added that if she had scoliosis upon her entrance examination it would have
been disqualifying.
In support of her request, applicant provided statements from her parents
and former roommate and documentation extracted from her medical records.

THE BOARD CONCLUDES THAT:
After again reviewing the evidence of record and the applicant's
submissions, we are not persuaded that the requested relief is warranted.
The applicant's contentions are duly noted; however, we do not find her
assertions sufficient enough to convince us that the previous determination
in this case should be overturned. In the absence of official
documentation showing she was diagnosed with scoliosis while serving on
active duty we find no error in this case and are not persuaded by her
contentions that she has been the victim of an injustice. Therefore, we
find no compelling basis upon which to recommend granting the relief sought
in this application.

RECOMMENDATION OF THE BOARD:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
