IN THE CASE OF: BOARD DATE: 15 January 2015 DOCKET NUMBER: AR20140009153 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that item 11 of his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show his military occupational specialty (MOS) title as “Allied Trades Specialist.” 2. The applicant states that when he enlisted in the Army his MOS was that of a 44B (Welder); however, prior to exiting the Army his MOS was converted to 91E (Allied Trades Specialist). At the time of his release from active duty his DD Form 214 was prepared to show he was a 91E (Machinist). He is applying for a job as a welder and desires his DD Form 214 to be corrected. 3. The applicant provides copies of his DD Form 214, military identification card, and driver’s license. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 23 July 2008 for a period of 4 years and training in MOS 44B (Metal Worker) and a $5,000 enlistment bonus. 2. He completed his training and was transferred to Fort Polk, Louisiana. On 1 October 2009, MOS 44B underwent an Army-Wide conversion which changed the MOS number and title to 91E – Allied Trades Specialist. 3. The applicant was honorably discharged on 27 May 2012. His DD Form 214 issued at the time of his discharge shows his MOS title as “Machinist.” 4. Army Regulation 611-201 (Enlisted MOS) provides that an MOS 91E (Allied Trade Specialist) is primarily responsible for supervising and performing the fabrication, repair, and modification of metallic and non-metallic part. They operate lathes, drill presses, grinders, welders and other machine shop equipment. DISCUSSION AND CONCLUSIONS: 1. The applicant’s MOS underwent a conversion and was changed to 91E – Allied Trades Specialist; however, when his DD Form 214 was prepared it listed his MOS as “91E – Machinist.” 2. While an allied trades specialist is a machinist, he is also a welder and metal worker. Accordingly, his DD Form 214 should be corrected to show his MOS title as “Allied Trades Specialist.” BOARD VOTE: ____x___ ___x____ ___x____ GRANT FULL RELIEF ________ ________ ________ GRANT PARTIAL RELIEF ________ ________ ________ GRANT FORMAL HEARING ________ ________ ________ DENY APPLICATION BOARD DETERMINATION/RECOMMENDATION: The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the entry “Machinist” in item 11 and replacing it with the entry “Allied Trades Specialist.” ___________x______________ CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case.
