Although there is no automatic entitlement to the Army Good Conduct Medal, disqualification must be justified. The following period of continuous enlisted active Federal military service qualifies for award: For first award only, upon termination of service on or after 27 June 1950 of less than 3 years but more than 1 year. b. Global War on Terrorism Service Medal (GWOTSM) is authorized for award to members of the Armed Forces of the United States who have participated in Global War on Terrorism operations outside of the areas of eligibility (AOE) designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. DISCUSSION AND CONCLUSIONS: 1. The applicant’s records show he distinguished himself in the performance of his military service as evidenced by him attaining the rank of SPC and receiving a personal decoration. Furthermore, there is no evidence of any misconduct or disciplinary action or a commander's disqualification for award of the Army Good Conduct Medal. It is presumed that he did not receive the Army Good Conduct Medal due to an oversight. Accordingly, he should be awarded the Army Good Conduct Medal (1st Award). 2. The available evidence shows he served qualifying periods for award of the GWOTSM and Afghanistan Campaign Medal with one bronze service star. 3. Permanent orders show he was awarded the Army Commendation Medal. 4. His DD Form 214 should be corrected to show these awards. 5. His DD Form 214 should be corrected to show his deployment to Afghanistan.
