THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that award of the Surgeon General's "A" Proficiency Designator be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. He states the award was delayed until after his retirement. 3. He provides a letter and a Certificate of Achievement, dated 8 January 2014. CONSIDERATION OF EVIDENCE: 1. The applicant was appointed as a Reserve commissioned officer in the rank of captain on 10 January 1985. He served in a variety of stateside and overseas assignments and he attained the rank/grade colonel (COL)/O-6. He was retired on 30 September 2013 and credited with completing 28 years, 8 months, and 21 days of active duty service. 2. Item 11 (Primary Specialty) of his DD Form 214 shows "64B 5W 2B Veterinary Preventive Medicine." 3. The applicant provided a Certificate of Achievement and a letter, dated 8 January 2014, that shows he was awarded the "A" Proficiency Designator. The letter stated he could be proud of his selection by the 2013 Army Veterinary Corps "Proficiency" Designator Board. 4. Department of the Army Pamphlet 600-4 (Army Medical Department Officer Development and Career Management) provides guidance to commanders, career managers, mentors and individual officers concerning leader development. Paragraph 8-3 states that once an officer reaches the ranks of senior lieutenant COL and COL, the officer is encouraged to accomplish the career milestones to make themselves eligible for The Surgeon General's "A" Proficiency Designator and compete for command and/or fellowship training in his/her specialty. It further states the proficiency designator of 9A may be designated in conjunction with the area of concentration (AOC) if determined by The Surgeon General. 5. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. In pertinent part, it states the DD Form 214 is a synopsis of the Soldier’s most recent period of continuous active service. It provides a brief, clear-cut record of active Army service at the time of release from active service, retirement or discharge. DISCUSSION AND CONCLUSIONS: The evidence of record shows the applicant was awarded the "A" Proficiency Designator on 8 January 2014. A letter confirms he was selected by the 2013 Army Veterinary Corps Proficiency Designator Board. Although he was awarded the "A" Proficiency Designator after receipt of his DD Form 214, it appears his application was submitted prior to retirement. Therefore, in the interest of equity, it would be appropriate to add 9A to his AOC of 64B and correct his DD Form 214 accordingly.
