IN THE CASE OF: BOARD DATE: 5 May 2015 DOCKET NUMBER: AR20140014640 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request to have his deceased father’s awards added to his WD AGO Form 53-55 (Enlisted Record and Report of Separation). 2. The applicant states that his deceased father’s unit (Company I, 71st Infantry Regiment) was awarded the Presidential Unit Citation (PUC) during the period he served with the unit and the applicant desires to have it added to his father's WD AGO Form 53-55. 3. The applicant provides copies of General Orders Number 182. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130018386 on 2 July 2014. 2. The applicant’s father, a former service member (FSM), enlisted in the Enlisted Reserve Corps on 1 December 1941. He entered active duty on 15 February 1943. He served in the European theater of operations with Company I, 71st Infantry Regiment from 15 September 1944 until approximately 28 January 1946. 3. He was honorably discharged on 9 February 1946. His WD AGO 53-55 shows he was awarded the European-African-Middle Eastern (EAME) Theater Ribbon with 2 bronze service stars, American Defense Service Medal, American Theater Ribbon, Good Conduct Ribbon, and World War II Victory Medal. He was subsequently awarded the Combat Infantryman Badge, Bronze Star Medal, and Army of Occupation Medal with Germany clasp. 4. General Orders Number 182, issued by Headquarters, 44th Infantry Division on 29 August 1945 awarded Company I, 71st Infantry Regiment the Distinguished Unit Citation (DUC) for the period 14 – 19 December 1944. 5. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) lists the awards received by units serving in World War II. This pamphlet shows the FSM’s unit was awarded the DUC for the period 14 – 19 December 1944. 6. Army Regulation 600-8-22 (Military Awards) states the Presidential Unit Citation (known as the Distinguished Unit Citation until 3 November 1966) is awarded for extraordinary heroism in action. A unit must display such gallantry, determination, and esprit de corps in accomplishing its mission as would warrant award of the Distinguished Service Cross to an individual. DISCUSSION AND CONCLUSIONS: 1. The applicant’s contention that the FSM’s unit was awarded the Presidential Unit Citation and should be added to the FSM WD AGO Form 53-55 has been noted and found to have merit. 2. General Orders Number 182, issued by Headquarters, 44th Infantry Division on 29 August 1945 awarded Company I, 71st Infantry Regiment the DUC for the period 14 – 19 December 1944. 3. Accordingly, the PUC should be added to the FSM’s WD AGO Form 53-55.
