THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests retroactive payment of Board Certification Pay (BCP) for the period 30 June 2010 through 1 October 2013. 2. The applicant states he obtained board certification on 30 June 2010 but has not been receiving his monthly payment. Following his recent petition, the Office of The Surgeon General (OTSG) approved payment from 1 October 2013 to the present. However, the period from 30 June 2010 to 1 October 2013 remains unpaid. He is board certified in the field of diagnostic radiology by the American Board of Radiology. 3. The applicant provides his American Board of Radiology diploma and certification confirmation. CONSIDERATION OF EVIDENCE: 1. Having had prior service in the Army National Guard, the applicant was appointed as a Regular Army Medical Corps commissioned officer on 16 June 2005. 2. He served in a variety of stateside or overseas assignments and he was advanced to major on 16 June 2011. 3. On 30 June 2010, the American Board of Radiology certified him in the field of diagnostic radiology. 4. An advisory opinion was received from OTSG on 2 December 2014 in the processing of this case. The OTSG official stated: a. Requests for BCP are initiated by the officer through their command's supporting Human Resources office. If board certification renewals are issued, they must also be submitted to ensure BCP continues uninterrupted. A review of the supporting documentation and available special pay and finance data indicates the applicant received BCP from 1 October 2013 with a current expiration date of 31 December 2020. There is no record of submission, authorization, or payment of BCP for the missing period from 30 June 2010 to 30 September 2013. b. With proper submission of credentials through their command, the applicant would have been eligible to receive BCP for the missing 39 months period from 30 June 2010 to 30 September 2013, totaling approximately $8,125.00. Utilizing a Health Professions Pay Entry Date (HPPED) or Medical Special Pay (MSP) date of 20050616 for the correct pay-rate level, the retroactive payment for this total period will be determined by Defense Finance and Accounting Service. 5. The advisory opinion was forwarded to the applicant, but he did not respond. DISCUSSION AND CONCLUSIONS: The OTSG database shows the applicant was board certified on 30 June 2010 but has not been receiving BCP. Based on his request, finance data, and the supporting documentation, OTSG officials determined the applicant started receiving BCP on 1 October 2013. There is no record of submission, authorization, or payment of BCP for the missing period from 30 June 2010 to 30 September 2013. In view of the foregoing, his records should be corrected as recommended below.
