THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests advancement on the Retired List to the next higher grade sergeant first class (SFC)/E-7).

2.  The applicant states he served satisfactorily as an E-7 while on active duty, however, he was never promoted to that grade.  He served proudly with distinction and professionalism as a Motor Sergeant and Platoon Sergeant.

3.  The applicant provides five DA Forms 2166-7 (NCO Evaluation Reports) (NCOER) covering the period December 1992 through May 1998. 

CONSIDERATION OF EVIDENCE:

1.  Following service in the U.S. Army Reserve, the applicant enlisted in the Regular Army on 5 January 1979.  He held military occupational specialty 63B (Light Wheeled Vehicle Mechanic).

2.  His DA Form 2-1 (Personnel Qualification Record - Part II) shows he served two tours in Korea and one tour in Germany.  The highest rank/grade he attained was staff sergeant (SSG)/E6 with a date of rank of 9 January 1987.

4.  He retired due to sufficient service effective 30 September 1998 as a SSG.  He had completed a total of 20 years and 23 days of active duty service.

5.  There is no evidence showing he was recommended for or promoted to SFC.

6.  He provides five NCOER's showing his rank as SSG with duty title of Platoon Sergeant or Motor Sergeant.

4.  Army Regulation 635-5 (Separation Documents) in effect at the time prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty.  It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge.  It stated for item 4a ( Grade Rate or Rank)  and b (Pay Grade) enter active duty grade of rank and pay grade at time of separation.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends he should be advanced on the Retired List to E-7.  He states he served satisfactorily as an E-7 while on active duty, however, he was never promoted to that grade.  He served proudly with distinction and professionalism as a Motor Sergeant and Platoon Sergeant.

2.  There is no available evidence showing he was recommended for or promoted to SFC.

3.  In view of the foregoing, the applicant's request should be denied.
