Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of item 31 (Service Training Courses Successfully Completed) of his DD Form 214 (Report of Separation from the Armed Forces of the United States) to show completion of the Engineer Supply Specialist Course. 2. The applicant states item 30 (Service Schools or Colleges, College Training Courses and/or Post Grad Courses Successfully Completed) shows completion of the 6-week Engineer School Support Specialist at the Armed Forces Far East (AFFE) Engineer School. However, item 31 shows the entry "None." 3. The applicant provides his DD Form 214 and a certificate of training. CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. The applicant's records show he was inducted into the Army of the United States and entered active duty on 16 March 1953. He completed training at Camp Kilmer and Fort Dix, NJ. 3. He departed on 1 September 1953 and arrived in Sasebo, Japan, on 5 October 1953. He was a student at the School Detachment, Yokohama Engineer Depot from on or about 18 October 1953 to 28 November 1953. 4. He completed the 6-week Engineer Supply Specialist Course, military occupational specialty 1583, at Headquarters, Yokohama Engineer Depot, 8056th Army Unit, on 28 November 1953. 5. He departed Sasebo on 9 December 1953 and arrived in Inchon, Korea, on 11 December 1953. He was assigned to Company C, 439th Engineer Construction Battalion. 6. He departed Korea on 10 January 1955 and arrived in Seattle, WA, on 24 January 1955. He was honorably released from active duty on 28 January 1955 he was transferred to the U.S. Army Reserve Control Group (Reinforcement) to complete his service obligation. 7. His DD Form 214 shows in Item 30, AFFE Engineer School, 6 weeks, 1953, Engineer School Support Specialist and in Item 31, None 8. He provides a certificate of training confirming his completion of the 6-week Engineer Supply Specialist Course at Headquarters, Yokohama Engineer Deport, 8056th Army Unit, on 28 November 1953. 9. Army Regulation 635-5 (Separation Documents), in effect at the time, establishes the standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide the individual with documentary evidence of their military service. Chapter 2 contains guidance on the preparation of the DD Form 214. It states for: * Item 30, enter service schools, including dates and major courses which were successfully completed; this entry includes military sponsored courses completed in civilian schools and colleges during the period by the DD Form 214 being prepared * Item 31, enter installation training courses (qualification courses), military correspondence courses, and off-duty courses the enlisted person has completed successfully during the period covered by the DD Form 214 being prepared DISCUSSION AND CONCLUSIONS: 1. The version of the DD Form 214 in effect at the time contains two blocks for training courses. Item 30 shows service schools and/or major courses including military sponsored courses completed in civilian schools and colleges during the period and the corresponding dates. Item 31 shows the installation training courses (qualification courses), military correspondence courses, and off-duty courses successfully completed during the period covered by the DD Form 214. 2. The available evidence shows the applicant completed the 6-week Engineer Supply Specialist Course at Headquarters, Yokohama Engineer Depot, 8056th Army Unit, on 28 November 1953. This is a major course which he successfully completed. It is correctly entered in item 30 of his DD Form 214. The certificate of training he provides pertains to this very same course. The certificate does not show a different course than that shown on his DD Form 214. 3. There is no evidence he completed any qualification courses, military correspondence courses, and off-duty courses that during the period covered by the DD Form 214 would have required an entry in item 31. That is why item 31 shows the entry "NA."
