IN THE CASE OF: BOARD DATE: 27 January 2015 DOCKET NUMBER: AR20140010680 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of Item 11 (Primary Specialty) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show "10 months" instead of "zero." 2. The applicant states, in effect, she believes there is an error. 3. The applicant provides copies of the following: * DA Form 5286-1 (Individual Training Record (Continuation sheet) Basic Training (BT), Advanced Individual Training (AIT), One Station Unit Training (OSUT)) * Information Systems Operator-Analyst diploma * Certificate of Signal Regimental Affiliation * DD Form 214 (Member copy) CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve (USAR) on 3 December 2012. She was ordered to and entered on active duty training (ADT) on 30 April 2013. * she completed BT at Fort Jackson, SC, from on or about 30 April 2013 to on or about 11 July 2013 * she completed AIT at Fort Gordon, GA, from on or about 15 July 2013 to on or about 4 December 2013 * she was awarded military occupational specialty (MOS) 25B (information technology (IT) specialist) 2. She provided copies of the following: * DA Form 5296-1 which shows she completed BT and AIT for MOS 25B * Information Systems Operator-Analyst diploma, dated 4 December 2013, issued to her for completion of 794 academic hours from 15 July through 4 December 2013 * Certificate of Signal Regimental Affiliation, dated 4 December 2013, issued to her in recognition as an affiliated member of the U.S. Army Signal Regiment 3. A DA Form 2173, dated 4 March 2014, shows she still in an ADT status when she injured her hand during physical training. 4. She was released from ADT on 27 March 2014 and was transferred to a Reserve unit. She was credited with completing 10 months and 28 days of active service. Item 11 of his DD Form 214 lists the entry, "25B1O IT Specialist – 0 Years, 0 Months." 5. Her record is void of any evidence she was continued on AD for other than training and she served in MOS 25B. 6. Army Regulation 635-8 prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214. The regulation states Item 11 - from the ERB, will lists all MOSs served for at least 1 year and include for each MOS the number of years and months served. Enter the titles of all MOSs awarded and held for at least 1 year during the current period of service and include for each MOS the number of years and months held. For time determinations, 16 or more days counts as a month. Do not count time in training (basic training, advanced individual training, or MOS-producing school). DISCUSSION AND CONCLUSIONS: 1. The applicant enlisted in the USAR on 3 December 2012. She entered ADT on 30 April 2013. She completed BT and AIT and was awarded MOS 25B. She was released from ADT on 27 March 2014 and was transferred to a Reserve unit. She was in training from the date of entry (30 April 2013) to the date of release (27 March 2014) from active duty. 2. By regulation, item 11 of the DD Form 214 lists all MOSs served for at least 1 year. She did not perform in MOS 25B during her period of ADT. She was training for this MOS. The mere fact she completed training and was awarded MOS 25B does not mean item 18 will show the amount of months she trained for the MOS. Therefore, she is not entitled to the requested relief.
