THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of the Board's previous decision on her request for correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her social security number (SSN) as XXX-XX-7701. 2. The applicant states per the Social Security Administration (SSA) that she had been given an SSN when she was young that belonged to a person who died in 1973. She did not learn of the error until the mid 1980's. She was issued a new SSN. All of her earnings are under the new SSN, including her earnings from the Army. 3. The applicant provides: * Form SSA-2458 (Report of Confidential Social Security Benefit Information) * SSA SSN printout * Federal Insurance Contributions Act (FICA) earnings summary * social security card * Colorado driver license * Certificate of Live Birth CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120013539, on 12 February 2013. 2. The Form SSA-2458 provided by the applicant is new evidence, which requires that the Board reconsider her request. 3. On 24 November 1980, the applicant enlisted in the Regular Army. 4. Her DD Form 4 (Enlistment/Reenlistment Document – Armed Forces of the United States) and all other documents throughout her military record show her SSN as XXX-XX-5802. 5. On 23 November 1983, she was honorably released from active duty. Item 3 (SSN) of the DD Form 214 she was issued at the time shows her SSN as XXX-XX-5802. 6. She provides the following documents showing her SSN as XXX-XX-7701: * Form SSA-2458 * SSA SSN printout (shows she was issued this SSN on 31 July 1989) * FICA earnings summary * social security card 7. Army Regulation 635-8 (Separation Processing and Documents) prescribes the transition processing function of the military personnel system. It provides principles of support, standards of service, policies, tasks, rules, and steps governing required actions in the field to support processing personnel for separation and preparation of separation documents. It states the DD Form 214 is a summary of the Soldier’s most recent period of continuous active duty. It provides a brief, clear-cut record of all current active, prior active and prior inactive duty service at the time of release from active duty, retirement, or discharge. DISCUSSION AND CONCLUSIONS: 1. The Form SSA-2458, SSA SSN printout, FICA earnings summary, and social security card she provides show her SSN as XXX-XX-7701. However, the SSN she used throughout her military service was XXX-XX-5802. She entered, served, and was separated from active duty under the SSN currently shown on her DD Form 214. 2. For historical purposes, the Army has an interest in maintaining the accuracy of its records. The data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. There is a reluctance to recommend that those records be changed. While it is understandable that the applicant desires to have her military records changed to reflect the SSN she provided, there is not a sufficiently compelling reason for compromising the integrity of the Army’s records at this late date. 3. The applicant is advised that a copy of this decisional document will be filed in her Official Military Personnel File. This should serve to clarify any questions or confusion in regard to the difference in the SSN recorded in her military record and the SSN she now uses.
