IN THE CASE OF: BOARD DATE: 30 April 2014 DOCKET NUMBER: AR20140006918 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). CONSIDERATION OF ADDITIONAL EVIDENCE: 7. On 24 April 2014, new information was received from the Defense Finance and Accounting Service (DFAS) in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130019590, dated 7 January 2014. 8. DFAS stated it appeared at the time the applicant sent the baggage shipment to Iraq there were no published procedures on how to get the goods to Iraq. He moved on Army orders, but it was actually a State Department move. He followed the Army G-3/5/7 guidance and should be fully reimbursed. DFAS recommended the ABCMR amend the applicant's permanent change of station (PCS) orders to state that he would be reimbursed the full amount of cost to ship the 300 pounds of goods to Iraq. ADDITIONAL DISCUSSION AND CONCLUSIONS: 3. At the time of the decision of the ABCMR in Docket Number AR20130019590, dated 7 January 2014, it was the intent of the ABCMR to make the applicant’s record as administratively correct as it should properly have been at the time. 4. The ABCMR's decision in Docket Number AR20130019590 did not recommend the applicant's PCS order be corrected to state he would be reimbursed that full amount of cost to ship 300 pounds. 5. Therefore, US Army Installation Management Command Joint Base Myer – Henderson Hall, Orders Number MY-116-0002, dated 26 April 2013, should be amended to state the applicant would be reimbursed the full amount of cost to ship 300 pounds of goods to Iraq. The Board determined that the evidence presented was sufficient to warrant amendment of the decision of the Army Board for Correction of Military Records set forth in Docket Number AR20130019590, dated 7 January 2014, by voiding the BOARD DETERMINATION/RECOMMENDATION as currently worded and showing it reads instead: The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending US Army Installation Management Command Joint Base Myer – Henderson Hall, Orders Number MY-116-0002, dated 26 April 2013, to state the member will be reimbursed the full cost (i.e., $885.83) to ship the 300 pounds of goods to Iraq. _______ _ _x______ ___ CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case.
