THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, that an Army Commendation Medal (ARCOM) Certificate, dated 17 May 2011, be removed from his Army Military Human Resource Record (AMHRR) (formerly known as the Official Military Personnel File). 2. He states his AMHRR contains an ARCOM Certificate and a Bronze Star Medal (BSM) Certificate and both are dated 17 May 2011. He was presented the BSM in Kandahar, Afghanistan, and he has the certificate and DA Form 638 (Recommendation for Award) to prove that. He requests that the ARCOM Certificate be deleted because he should not have two awards for the same action. He does not want to be accused of dishonesty if he wears or claims both medals. 3. He states the award was originally submitted by Lieutenant Colonel (LTC) J______ A_____ and downgraded by the battalion commander, LTC M___ B______. Upon discovering this, his senior rater, Colonel (COL) K______ R_____, resubmitted the award as the new recommender. It was then approved as a BSM, which he was presented at the end of his deployment. He believes that since there were two separate recommenders, both awards were viewed as being official and were uploaded into his AMHRR. 4. He provides: * ARCOM Certificate * BSM Certificate * DA Form 638 CONSIDERATION OF EVIDENCE: 1. Following a period of enlisted service during which he completed the Officer Candidate Course, on 13 July 2006, the applicant took the oath of office as a Regular Army (RA) officer in the Infantry Branch. He is currently serving in the RA as a captain. 2. Orders in his record show he deployed to Afghanistan in support of Operation Enduring Freedom (OEF) on or about 13 October 2010. 3. His AMHRR contains an ARCOM Certificate and a BSM Certificate showing he received the awards for the period 17 October 2010 to 5 October 2011. a. The ARCOM Certificate shows Permanent Order (PO) Number 137-019, issued by Headquarters, Regional Command–South, announced award of the ARCOM to him for exceptionally meritorious service while serving as the CJ3 orders writer during OEF. The certificate bears the signature of Major General (MG) J____ L. T____, Commanding General. b. The BSM Certificate shows PO 257-016 announced award of the BSM to him for exceptionally meritorious service while assigned as the CJ3 orders writer during OEF. The certificate bears the signature of MG J____ L. T____, Commanding General. 4. He provides a DA Form 638 showing COL K______ R_____, Assistant Chief of Staff, CJ3, recommended him for award of the BSM for the period 17 October 2010 to 22 September 2011. A company commander and a battalion commander (LTC M___ B______) recommended approval. The award was approved by MG J____ L. T____ and announced in PO 257-016. 5. Army Regulation 600-8-22 (Military Awards) states that only one decoration will be awarded to an individual or unit for the same act, achievement, or period of meritorious service. DISCUSSION AND CONCLUSIONS: The evidence of record clearly shows the applicant was erroneously awarded the ARCOM and BSM for meritorious service for the same period. It would be appropriate to remove the ARCOM Certificate for the period 17 October 2010 to 5 October 2011 from his AMHRR.
