THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show her social security number (SSN) as it is listed on her Social Security Card. 2. The applicant states, in effect, that the last two digits of her SSN have been reversed. 3. The applicant provides copies of her: * DD Form 214 * Social Security Card * Department of Veterans Affairs Identification Card CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. On 3 October 1966, the applicant was appointed as a second lieutenant, Army Nurse Corps. At the time SSNs were not used to identify Soldiers. Instead, each Soldier received a service number. 3. A review of the applicant's military records revealed that many of the documents that required entry of her SSN contained a number with the last two digits reversed from what is shown on her social security card. 4. On 1 February 1969, the applicant was released from active duty and transferred to the U.S. Army Reserve Control Group (Reinforcement). Her DD Form 214 shows in Item 3 that the last two digits are reversed from what is shown on her social security card. 5. On 16 October 1969, a transcript of the Master Personnel Record (MPR) (Officers) indicates that the applicant's SSN is the same as what is shown on her social security card. 6. Army Regulation 635-5 (Separation Documents), then in effect, required the SSN to be entered in Item 3 (SSN) of the DD Form 214. DISCUSSION AND CONCLUSIONS: 1. The transcript of the MPR (Officers) clearly shows that the applicant's SSN at the time of her service was the same as shown on her social security card. However, the last two digits were frequently reversed, to include on her DD form 214. Therefore, her DD Form 214 should be corrected to show her SSN as it is shown on her social security card. 2. In view of the above, the applicant’s request should be granted.
