THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests: a. an upgrade of his general discharge to honorable; and b. in effect, correction of item 12e (Total Prior Inactive Service) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 20 November 2012. 2. The applicant states: a. He wants his discharge upgraded to honorable due to rehabilitative career advancement. b. He also wants his time in service consolidated. His total length of service is 9 years, 6 months, and 29 days in accordance with his National Guard Bureau (NGB) Form 22 (Report of Separation and Record of Service) and final DD Form 214. 3. The applicant provides: * DD Form 214 for the period ending 20 November 2012 * NGB Form 22 CONSIDERATION OF EVIDENCE: 1. The applicant's request for an upgrade of his discharge was noted. His application will be forwarded to the Army Discharge Review Board for review since his request is within its 15-year statute of limitations. Therefore, this portion of his request will not be discussed further in this Record of Proceedings. 2. The applicant enlisted in the Regular Army on 11 February 1999, served as a light wheel vehicle mechanic, and was discharged on 9 July 2002. His DD Form 214 for the period ending 9 July 2002 shows he completed 3 years, 4 months, and 29 days of creditable active service with no prior active or inactive service. 3. He enlisted in the Army National Guard on 27 July 2006 and he was honorably discharged on 26 July 2007 due to the expiration of his term of service. His NGB Form 22 shows he completed 1 year of creditable service. 4. He again enlisted in the Regular Army on 20 September 2007. On 20 November 2012, he was discharged under honorable conditions (general). He completed 5 years, 2 months, and 1 day of creditable active service during this period. 5. Item 12e of his DD Form 214 for the period ending 20 November 2012 shows the entry "0000  06  07" indicating he completed 6 months and 7 days of total prior inactive service. DISCUSSION AND CONCLUSIONS: 1. The applicant's contention that item 12e of his DD Form 214 for the period ending 20 November 2012 is incorrect appears to have merit. 2. His NGB Form 22 shows he completed 1 year of service during the period 27 July 2006 to 25 July 2007; however, his final DD Form 214 for the period ending 20 November 2012 shows he only completed 6 months and 7 days of prior inactive service. Therefore, his DD Form 214 for the period ending 20 November 2012 should be corrected as recommended below.
