THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in three separate applications, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Presidential Unit Citation (PUC), Meritorious Unit Commendation (MUC), and Valorous Unit Award (VUA). 2. The applicant states the awards were awarded to his unit after he had been discharged and were not entered on his DD Form 214. 3. The applicant provides: * his DD Form 214 * Permanent Order 299-18, issued by the U.S. Army Human Resources Command, Fort Knox, KY, dated 26 October 2011 * Permanent Orders 024-11, issued by the same command, dated 24 January 2011 * Permanent Orders 013-11, issued by the same command, dated 13 January 2011 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 29 October 2002 for a period of 5 years. He completed his training as an infantryman and his airborne training at Fort Benning, GA. He remained assigned there for his first assignment. 2. On 13 June 2006, he reenlisted for a period of 4 years, assignment to Europe, and a selective reenlistment bonus. 3. He was transferred to Italy on 1 January 2007 for assignment to Company A, 2nd Battalion, 503rd Infantry (Airborne) Regiment, 173rd Airborne Brigade Combat Team. 4. He deployed to Afghanistan during the periods 20070522 - 20080801 and 20091215 - 20101028. 5. On 13 April 2011, he was honorably discharged in Vicenza, Italy upon completion of required active service. The DD Form 214 he was issued does not show any unit awards. 6. Permanent Orders 013-11, dated 13 January 2011, awarded his unit the VUA for extraordinary heroism for the period 25 January 2008 to 30 July 2010. 7. Permanent Orders 024-11, dated 24 January 2011, awarded Headquarters, 173rd Airborne Brigade Combat Team the MUC for exceptionally meritorious service during the period 1 December 2009 to10 November 2010. 8. Permanent Order 299-18, dated 26 October 2011, awarded his unit the PUC for extraordinary heroism during the period 5 June to 10 November 2007. 9. Army Regulation 635-5 (Personnel Separations - Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states that awards and decorations for all periods of service in the priority sequence specified in Army Regulation 600-8-22 will be entered on the DD Form 214. DISCUSSION AND CONCLUSIONS: 1. The applicant’s contention that his DD Form 214 should be corrected to show awards of the PUC, MUC and VUA have been noted and found to have partial merit. 2. The applicant’s unit was cited for award of the PUC and VUA during the period he served in Afghanistan during two deployments. Therefore, his DD Form 214 should be corrected to show these unit awards. 3. However, the applicant’s contention that his unit was awarded the MUC appears to lack merit. The MUC was awarded to the headquarters element of the 173rd Airborne Brigade Combat Team and the applicant was assigned to Company A, 2nd Battalion, 503rd Infantry (Airborne) Regiment, 173rd Airborne Brigade Combat Team. Accordingly, he is not eligible for that award. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to his DD Form 214 the: * Presidential Unit Citation * Valorous Unit Award 2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.
