Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 11 April 2009 to show the Overseas Service Ribbon (OSR) and the Army Reserve Components Overseas Training Ribbon (ARCOTR)). 2. The applicant states: * she successfully completed an overseas tour in Germany * prior to her mobilization to Germany she was awarded the ARCOTR for her service during a mission in Guatemala in April 2008 3. The applicant provides: * DD Form 214 for the period ending 11 April 2009 * Memorandum issued by Headquarters, 7247th Installation Medical Support Unit (IMSU), dated 17 May 2008 * Orders 08-239-00051, issued by the Army Reserve Medical Command, Pinellas Park, FL, dated 26 August 2008 * Permanent Order 280-24, issued by Headquarters, U.S. Army Infantry Center, Fort Benning, GA, dated 8 October 2008 CONSIDERATION OF EVIDENCE: 1. The applicant was appointed a captain in the U.S. Army Reserve on 24 October 2006. 2. She provided a memorandum, dated 17 May 2008, that shows she was awarded the ARCOTR for service during the Guatemala "MEDCRETE" mission from 28 April to 17 May 2008. 3. Orders 08-239-00051, dated 26 August 2008, ordered the applicant to active duty on 1 October 2008 for a period of 365 days for mobilization in support of Operation Enduring Freedom (OEF). 4. Permanent Order 280-24, dated 6 October 2008, shows her unit deployed to Germany in October 2008 on a Temporary Change of Station (TCS). 5. The applicant served in Germany from 10 October 2008 to 22 March 2009. On 11 April 2009, she was honorably released from active duty at the expiration of her term of service. She completed 6 months and 11 days of creditable active service. The DD Form 214 she was issued at the time does not show the OSR or ARCOTR as authorized awards. 6. Army Regulation 600-8-22 (Military Awards) states the OSR was established by the Secretary of the Army on 10 April 1981. Effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award for successful completion of overseas tours. 7. Army Regulation 614-30 (Overseas Service), Table D-1 (Criteria for Overseas Tour Lengths) states 36 months (accompanied) and 24 months (unaccompanied) is the standard overseas tour for Germany based on Congressional guidance (locations with quality-of-life conditions reasonably comparable to United States standards). DISCUSSION AND CONCLUSIONS: 1. The applicant contends she successfully completed an overseas tour in Germany and therefore she is entitled to the OSR. Evidence shows she was ordered to active duty and her unit deployed to Germany in support of OEF. She served in Germany from 10 October 2008 to 22 March 2009, a period of 5 months and 13 days. There is no evidence that shows she completed a 24-month unaccompanied tour or 36-month accompanied tour in Germany as required by the pertinent regulation for award of the OSR. Therefore, there is no basis for granting this portion of her request. 2. The memorandum provided by the applicant that shows she was awarded the ARCOTR is accepted as sufficient evidence in which to base adding this award to her DD Form 214 for the period ending 11 April 2009. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Army Reserve Components Overseas Training Ribbon to her DD Form 214 for the period ending 11 April 2009. 2. The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.
