THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of release or Discharge from Active Duty) dated 31 October 2011 be corrected to reflect in block 12f. all of his foreign service, including the foreign service from his previous DD Form 214s. 

2.  The applicant states that he desires all of his foreign service be consolidated on his DD Form 214 dated 31 October 2011.

3.  The applicant provides copies of his DD Form 214s.

CONSIDERATION OF EVIDENCE:

1.  The applicant served on active duty as a United States Army Reserve (USAR) field artillery commissioned officer from 8 September 1986 until he was honorably released from active duty (REFRAD) in the rank of captain on             1 December 1994.  He had served 8 years, 2 months and 24 days of active service and his DD Form 214 issued at the time of his REFRAD shows that he served 4 year, 11 months and 15 days of foreign service. 

2.  On 6 July 2009 he was ordered to active duty in support of operation Iraqi Freedom.  He served in Kuwait during the period of 20090829 – 20100426 and on 25 August 2010 he was honorably REFRAD.  His DD Form 214 shows that he was credited with 7 months and 28 days of foreign service.

3.  On 1 November 2010 he was ordered to active duty in support of Operation Enduring Freedom and served until he was honorably REFRAD on 31 October 2011 and was again credited with 7 months and 28 days of foreign service.

4.  Army Regulation 635-5 (Separation Documents) serves as the authority for the preparation of the DD Form 214.  It provides that only foreign service performed during the period covered by the DD Form 214 will be entered in block 12f.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention that his DD Form 214 dated 31 October 2011 should be corrected to reflect all of his foreign service from his previous DD Form 214s has been noted and found to lack merit.

2.  The regulation governing the preparation of the DD Form 214 provides that only foreign service performed during the period covered by the DD Form 214 is authorized for entry in block 12f.

3.  Therefore, in the absence of evidence to show that his foreign service is improperly reflected on his DD Form 214, there appears to be no basis to grant his request.

BOARD DETERMINATION/RECOMMENDATION:

1.  The evidence presented does not demonstrate the existence of a probable error or injustice.  Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.



2.  The Board wants the applicant and all others concerned to know that this action in no way diminishes the sacrifices made by the applicant in service to the United States during the Global War on Terrorism.  The applicant and all Americans should be justifiably proud of his service in arms.
