IN THE CASE OF: BOARD DATE: 20 November 2012 DOCKET NUMBER: AR20120010751 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request for correction to his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show award of the Bronze Star Medal (BSM). 2. The applicant states that he is enclosing a copy of the General Orders (GO) Number 7949, dated 5 November 1968, awarding him the BSM. He just located this information as it was misplaced during a move to Oregon. The BSM does not appear on his DD Form 214. He previously submitted a request to correct this. Paragraph number 7 of the Army Board for Correction of Military Records (ABCMR) Record of Proceedings (ROP), dated 31 March 2011, states there are no GO showing he was awarded the BSM. It means a lot to him that this be corrected. 3. The applicant provides: * GO Number 7949 * BSM citation and certificate * ABCMR ROP (pages 1 and 2 and notification letter) CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20100022888 on 31 March 2011. 2. The applicant provided a copy of GO Number 7949 awarding him the BSM. The order is new evidence that will be considered by the Board. 3. His military records show he was inducted into the Army of the United States on 20 September 1966. He completed training and was awarded military occupational specialty 94B (Cook). He served in Vietnam from on or 11 January 1968 through 5 August 1968, during four campaigns. 4. GO Number 7949, issued by Headquarters, 25th Infantry Division, on 5 November 1968, awarded him the BSM for meritorious service in connection with ground operations against a hostile force in Vietnam during the period September 1967 to September 1968. 5. He also provided copies of the resulting citation and certificate for the BSM. 6. He was honorably released from active duty in pay grade E-5 on 8 September 1968, as an overseas returnee, and he was transferred to the U.S. Army Reserve Control Group (Annual Training). His DD Form 214 lists the National Defense Service Medal. 7. On 31 March 2011, the ABCMR recommended his records to be corrected by awarding him the Army Good Conduct Medal (1st Award) and adding the following awards to his DD Form 214: * Army Good Conduct Medal * Vietnam Service Medal with four bronze service stars * Republic of Vietnam Campaign Medal with Device 1960 * Republic of Vietnam Gallantry Cross with Palm Unit Citation * Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation * Valorous Unit Award * Marksman Marksmanship Qualification Badge with Rifle Bar (M-16) DISCUSSION AND CONCLUSIONS: GO awarded the applicant the BSM for meritorious service in Vietnam. Therefore, he is entitled to correction to his DD Form 214 to show award of the BSM.
