THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty), to show his primary military occupational specialties (MOS) and military education courses. 2. The applicant states his present DD Form 214 does not show the military education that was shown on his previous DD Form 214. His primary specialties of 25L (Cable Systems Installer-Maintainer) and 42A (Human Resources Specialist) are also not listed. 3. The applicant provides a copy of his: * DD Form 214 for the period ending 6 November 2006 * orders awarding him MOS 25L * DD Form 214 for the period ending 17 September 2004 CONSIDERATION OF EVIDENCE: 1. Following prior service in the U.S. Army Reserve the applicant enlisted in the Regular Army on 3 March 2005 for training in MOS 25L. 2. The applicant was honorably discharged on 6 November 2006 due to disability. He had completed 1 year, 8 months, and 4 days of creditable during the period covered by the DD Form 214. Item 11 (Primary Specialty) shows "NONE//NOTHING FOLLOWS." Item 14 (Military Education) shows "NONE//NOTHING FOLLOWS." 3. The applicant’s medical evaluation board/physical evaluation board proceedings are not available. 4. In support of his application, he provides: a. DD Form 214 for the period 3 March 2005 to 6 November 2006. b. Headquarters, United States Army Signal Center and Fort Gordon, Orders 109-167, dated 19 April 2005. These orders show: (1) Awarded: P25L1O0000 (2) Effective Date: 23 May 2005 or upon completion of training and award of required security clearance. c. DD Form 214 for the period 7 July 2004 to 17 September 2004. Item 11 shows: "42A1O HUMAN RESOURCES SPECIALIST–0 years – 0 MOS//NOTHING FOLLOWS." Item 14 shows: "HUMAN RESOURCES SPECIALIST, 8 WEEKS, SEP 2004//NOTHING FOLLOWS." 5. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The DD Form 214 is a summary of a Soldier's most recent period of continuous active service (emphasis added). a. Item 11 shows the titles of all MOS's served for at least 1 year and includes the number of years and months served for each MOS. b. item 14 shows formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. DISCUSSION AND CONCLUSIONS: 1. There is no available evidence showing the applicant completed the training required for MOS 25L or that he was awarded the required security clearance. His medical evaluation board/physical evaluation board proceedings are not available, so it cannot be determined if those board actions started while he was in training, which could have prevented his completing the training. His DD Form 214 ending 6 November 2006 should not be corrected to show his MOS as 25L or that he completed the required training at this time. 2. Since the applicant enlisted for training in a new MOS, there is insufficient evidence to show he held MOS 42A at the time he enlisted in March 2005. He completed Human Resources Specialist training in 2004 and it is shown on his DD Form 214 covering that period of active service. 3. In view of the foregoing, there is no basis for granting the applicant's request.
