Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, removal of U.S. Army Southern European Task Force, Infantry Brigade Separate (Provisional), Permanent Orders 21-8, dated 8 August 1995, from his official military personnel file (OMPF). 2. He states in 1995 he was recommended for an ARCOM as a permanent change of station (PCS) award, but he was never awarded the ARCOM because he extended for another year. After his 3-year tour, he was awarded a Meritorious Service Medal (MSM) for his PCS award (the ARCOM basically became a MSM). He also states the above orders are located on the Service section of his OMPF located on the Integrated Personnel Electronic Records Management System (IPERMS). 3. He provides a copy of Permanent Orders 21-8. CONSIDERATION OF EVIDENCE: 1. The applicant's military records show he initially enlisted in the Regular Army in pay grade E-1 on 17 April 1990. He is currently serving in an active duty status in the rank of staff sergeant, pay grade E-6. 2. His OMPF contains Permanent Orders 21-8, dated 8 August 1995, revoking Permanent Orders 08-7, dated 8 July 1995, awarding him the ARCOM. 3. His OMPF also contains an ARCOM certificate, dated 25 August 1995, for the period 1 September 1993 to 29 August 1995, awarded by Permanent Orders 08-7. IPERMS does not contain a copy of Permanent Orders 08-7. 4. His OMPF further contains an MSM certificate for meritorious service from 1 September 1993 to 29 August 1996 awarded by permanent orders on 19 September 1996. 5. Army Regulation 600-8-104 (Military Personnel Information Management/ Records) provides policy and procedures for maintenance of a Soldier's personal information. Paragraph 2-4a states that once placed in the OMPF, a document becomes a permanent part of that file. The document will not be removed from an OMPF or moved to another part of the OMPF unless directed by, among other agencies, the ABCMR or the OMPF custodian when documents have been improperly filed. DISCUSSION AND CONCLUSIONS: 1. The available evidence shows Permanent Orders 08-7, dated 8 July 1995, awarded the applicant the ARCOM. A certificate, dated 25 August 1995, showing award of the ARCOM was placed in his OMPF. 2. On 8 August 1995, Permanent Orders 21-8 were published revoking the 8 July 1995 orders awarding the ARCOM. His OMPF only contains the ARCOM certificate and Permanent Order 21-8 revoking the ARCOM.   3. In view of the circumstances in this case, he is entitled to have the ARCOM certificate for the period 1 September 1993 to 29 August 1995 and Permanent Order 21-8, dated 8 August 1995, removed from his OMPF.
