THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of the Army Board for Correction of Military Records (ABCMR) decision denying the inclusion of the Army Commendation Medal on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) for the period ending 12 February 1969. 2. The applicant states he received the Army Commendation Medal for his service in the Republic of Vietnam. 3. The applicant provides: * his DD Form 214 * a DD Form 215 (Correction to DD Form 214) issued on 10 December 1984 * ABCMR Docket Number AR20100013227 * General Orders Number 2411, issued by Headquarters, 4th Infantry Division, dated 9 June 1968 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records that were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20100013227 on 26 October 2010. 2. The general orders provided by the applicant announcing award of the Army Commendation Medal are new evidence that warrant consideration by the Board. 3. The applicant enlisted in the Regular Army on 7 February 1966 for a 3-year period. He completed his initial entry training and he was awarded military occupational specialty 11B (Light Weapons Infantryman). 4. General Orders Number 2411 provided by the applicant awarded him the Army Commendation Medal for meritorious service in the Republic of Vietnam for the period May 1967 to April 1968. 5. On 12 February 1969, he was honorably released from active duty at the expiration of his term of service and he was transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement) to complete his Reserve obligation. He completed 3 years of total active service. Item 24 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) of the DD Form 214 he was issued at the time shows the: * Combat Infantryman Badge * Vietnam Service Medal with three bronze service stars * Republic of Vietnam Campaign Medal * National Defense Service Medal * Expert Marksmanship Qualification Badge with Machinegun Bar (M-60) * Marksman Marksmanship Qualification Badge with Pistol Bar * Marksman Marksmanship Qualification Badge with Rifle Bar 6. On 10 December 1984, he was issued a DD Form 215 correcting his DD Form 214 to add the: * Purple Heart * Republic of Vietnam Gallantry Cross with Palm Unit Citation 7. On 1 March 2011, he was issued a second DD Form 215 correcting his DD Form 214 to add the: * Vietnam Service Medal with four bronze service stars * Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation * Presidential Unit Citation * Republic of Vietnam Campaign Medal with Device (1960) * completion of Sniper School in 1967 8. Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states to list awards and decorations for all periods of service in the priority sequence specified in Army Regulation 600-8-22. DISCUSSION AND CONCLUSIONS: General orders awarded the applicant the Army Commendation Medal on 9 June 1968 for meritorious service in the Republic of Vietnam from May 1967 to April 1968. Therefore, he is entitled to a correction of his DD Form 214 to show this award.
